Date:                  January 31 2014
Case:                 Injury Accident (14-4045)
Authority:          Sergeant Ryan Herman

On Friday, January 31, 2014 at 10:52 AM the Washington County Sheriff’s Office was notified by Kewaskum Fire and Rescue of an injury accident at the intersection of Hwy 45 and Hwy H/Badger Rd. in the Town of Kewaskum. Kewaskum Fire and Rescue advised their ambulance was involved in the accident. Sheriff Deputies responded along with Village of Kewaskum officers and additional personnel from the Kewaskum Fire Department.

On arrival, three vehicles were observed to be involved in the accident and a total of five patients needing transport. Additional rescue equipment and personnel were requested from the West Bend Fire Department to assist with the transport of injured patients. Those patients included the operators of the westbound vehicle and the Kewaskum ambulance, two additional Kewaskum rescue personnel riding in the ambulance and the initial patient being transported to a hospital prior to the accident via the Kewaskum ambulance. Both southbound lanes of Hwy 45 were closed at the intersection for approximately one hour to assist with scene safety and removal of vehicles.

Initial investigation determined the Kewaskum ambulance was south on Hwy 45 approaching the intersection. Upon entering the controlled intersection, the southbound ambulance was struck by a westbound vehicle. The westbound vehicle came to rest in the intersection as the ambulance continued south of the intersection a short distance prior to striking a light standard pole and then crossing over both lanes of southbound traffic and entering the median. After entering the median, the ambulance continued until it came into contact with a Rite Way bus as it was stopped in the Hwy 45 northbound turn lane onto Badger Rd. The bus was loaded with middle school aged children who were en-route to the Sunburst Ski Hill. One child on the bus suffered minor injury as a result of the incident. That injury was reported to the Sheriff’s Office after the children were removed from the scene and transported to the ski hill via a second school bus that was also en-route to the ski hill. The child was not transported by rescue personnel.

The investigation is on-going, as additional subjects need to be interviewed.

Date:           February 3, 2013
Case:          Allenton Explosion   14-4426
Authority:   Sgt. Randy Boudry 411

The Washington County Sheriff’s Office received a call from a local manufacturing plant in Allenton of an explosion and subsequent fire of a 300 pound propane tank near the rear of the building. The investigation later revealed that the actual tank did not rupture or explode.

The call was received from Allcast Inc. at 5:31 AM and required fire departments from Allenton, St Lawrence, Kohlsville and Slinger to respond for assistance.

Authorities were able to learn that an employee working outside the building in the area of the tank had knocked over a stack of plastic totes used in the handling of parts with a fork lift. This caused the valve and pipe on the tank to break off, venting the propane from the tank. The employee shortly afterwards, started the fork lift up, exploding the vented propane that had accumulated in the area. The fireball enveloped the fork lift and employee, neither injuring him nor damaging the fork lift. The stack of totes did catch fire and burned. There was no damage to the factory, and estimated damage of less than $5,000.00 was limited to the totes and repairs to the piping of the tank. The fire was quickly extinguished and firefighters remained on scene for about an hour and a half.

Employees in the plant at the time were quickly evacuated from the plant and area and were allowed back when the scene was deemed safe.

There were no injuries to any employees, firefighters or other individuals that responded for this call.

First responders and deputies confirmed all tenants were out of the building and located an active fire within the attic space above the second floor hallway.

Firefighters from Kohlsville Fire Department and Allenton Fire Department were able to extinguish the fire and contain the fire to the area of the attic and second floor hallway ceiling.

Fire departments from Kohlsville, Allenton, St. Lawrence, West Bend, Kewaskum, and Slinger responded to the fire. Lifestar ambulance was also sent to the scene.

Due to smoke damage and the apartment’s electric and heat being disconnected as a result of the fire, the American Red Cross and the Washington County Humane Society assisted dispersed tenants with locating lodging for them and their pets.

The cause of the fire is still under investigation by the Washington County Sheriff Department.

No tenants or emergency responders were injured in the incident. An estimated amount of damage is not available at this time.

MARCH

Date:         March 14, 2014
Case :       Town of Erin St. Patrick's Day Parade
Authority:  Sgt. Ryan Herman

The Town of Erin St. Patrick’s Day parade will be held on Monday, March 17th. The parade will begin at 11:00 AM. The Sheriff’s Office in cooperation with the Town of Erin, has taken steps to ensure that the parade route and surrounding highways will be as safe as possible for motorists and pedestrians.

The practice of some groups to establish large party areas along the highway used for the parade route have caused traffic and pedestrian hazards and significant delays in reopening the highway following the parade. The Town of Erin receives a permit from the Washington County Highway Department to hold the parade on a closed portion of CTH K between CTH E (west) and Hwy 167, however that permit does not include closing the highway for unrestricted partying.

The presence of oversize vehicles, recreational vehicles, campers, trailers, and the temporary structures associated with these groups contribute to the hazards along the highway. These hazards significantly delay the clearing of the parade route and encourage excessive drinking both before and after the parade. To address these concerns and to ensure the safety of everyone wishing to attend the parade, steps have been taken to minimize these hazards:

Only passenger vehicles and trucks not exceeding one ton in capacity will be allowed to park along the parade route. Vehicles which are prohibited from parking on the parade route include recreational vehicles, towed or pickup campers, motor homes, buses, oversize vehicles and/or trailers of any kind.

No temporary structures or shelters will be permitted on the parade route. This includes pole tents, frame tents, lean-to’s, awnings, canopies or similar structures regardless of size.

Use of private property along the parade route is at the discretion of the property owners. Vehicles will be permitted to enter the parade route for the purposes of accessing private property or discharging passengers, however they will not be permitted to remain parked along the route. Once the parade route is deemed full all vehicular traffic will be restricted on the parade route. Unauthorized persons, vehicles, and/or structures which are located on private property without the permission of the property owner constitute trespassing. Violators will be cited. All other highways adjacent to the parade route are open highways and all applicable laws will apply.

In addition to the above steps the Sheriff’s Office will be deploying extra Deputies on St. Patrick’s Day dedicated to enforcing traffic laws to ensure vehicular safety, including detecting and arresting drivers for OWI violations.

Case :           Injury Accident  14-13768 Town of Farmington
Authority:     Captain Steve Gonwa

A 26 year old Newburg man is in critical condition following a one car accident on Jay Rd. east of Fillmore Rd. in the Town of Farmington.  The accident scene was located and reported to the Sheriff’s Office by a passerby at 1:36 p.m.

Evidence at the scene indicates that the man was traveling westbound on Jay Rd. when he lost control of his vehicle on the wet roadway. The town road is located in a swampy area and portions of the roadway were covered with water as a result of the recent flooding. The roadway was covered with approximately one inch of water across both lanes in the area where the accident occurred. The roadway had been posted with cautionary signs for high water by the township.

The vehicle skid out of control and entered the eastbound ditch line where it overturned and came to rest upside down, partially submerged in the North Branch of the Milwaukee River. The man was believed to have been returning home from his place of employment in Random Lake when the accident occurred.

The Fillmore Fire Department responded to the scene assisted by Newburg Rescue and West Bend Intercept. Rescue personnel were able to right the vehicle with a winch and then extricated the man from his vehicle and began resuscitation efforts. Based on the investigation, it is believed that the vehicle may have been submerged in the river for up to five minutes before it was discovered. At this time the extent of his physical injuries from the accident is unknown.

The Washington County Dive Team responded to the scene and conducted a search of the river to confirm other occupants had not been in the vehicle. It was confirmed that the man was alone in the vehicle.

The man was transported to St. Joseph’s Hospital by Newburg Rescue where he was subsequently transferred to Froedtert Hospital via Flight for Life. He remains in critical condition at this time.

Cell Phone Scam Involving the 9-1-1 System
Authority:
Captain Steve Gonwa

The Washington County Communication Center is alerting cell phone users to a potential scam involving the use of the numbers 1-1-2.

This scam involves a cell phone user receiving a phone message or text stating that there is a problem with their financial account, such as a credit or debit card. The message tells the user to call back for more information by pressing 1 or dialing 1-1-2. When the user follows those instructions, their cell phone actually dials 9-1-1 and the call is routed to the local 9-1-1 center.

On this date, the Sheriff’s Office has received over 40 of these calls through the 9-1-1 system.

At this point, there has been no impact on 9-1-1 service or responses in the county, but these false 9-1-1 calls could potentially interfere with a caller trying to place a legitimate 9-1-1 call.

The Sheriff’s Office is requesting that cell phone users ignore and do not return these fraudulent calls asking them to press 1 or dial 1-1-2.

The perpetrators of this scam and their intent are unknown. Cell phone providers and Federal agencies are actively investigating the scam and working on solutions.

Date:                   May 14, 2014
Case:                  Multiple – Shed Burglaries
Authority:           Lt. Martin Schulteis

The Washington County Sheriff’s Office is investigating a series of burglaries that have occurred at multiple storage facilities in the Towns of Barton, Jackson, Kewaskum, Polk, and Trenton during the first quarter of 2014. Approximately 100 storage unit burglaries in Washington County are under investigation by our office that occurred between the second week of January and the beginning of April of this year.  Also, there have been individual storage units entered in various incorporated municipalities throughout Washington County during the same time frame. During the course of the investigation, a 54 year old man, and his 29 year old nephew, were developed as prime suspects in the cases. Both individuals reside in the City of Milwaukee.

On April 22, 2014, four separate search warrants based on a Saukville Police Department case were executed in the City of Milwaukee.   The search warrant execution was a collaborative effort between the Saukville Police Department, Ozaukee County Sheriff’s Department, Milwaukee Police Department and the Washington County Sheriff’s Office.  The warrants, obtained by the Saukville Police Department, were for the suspects’ residences and two businesses. Both prime suspects were taken into custody as a result of the warrant. The 29 year old male was taken to the Ozaukee County Sheriff’s Department, and the 54 year old man remains in custody at the Washington County Sheriff’s Office on a parole hold pending the request of formal charges from the agencies involved.

During the warrant execution, over 600+ items were recovered at the four different locations.  The items included three trailers, three motorcycles, two all terrain vehicles and eleven guns.  Due to the large amount of other various items recovered, the Washington County Sheriff’s Office rented a 26 foot box truck to transport all of the stolen items back to our office for safekeeping and inventorying.

The Washington County Sheriff’s Office is in the process of identifying the owners of the stolen property by working with various law enforcement agencies throughout the state.  Washington County Investigators believe items were recovered for agencies that include Shawano Police Department, Fox Valley Metro Police Department, Fond du Lac County Sheriff’s Office, Brown County Sheriff’s Office, Caledonia Police Department and Big Bend Police Department.  Some of the items have been identified and remain at the Sheriff’s Office while some of the items have been returned to the lawful owners.  Many of the items remain unaccounted for.  In an effort to locate owners, the Washington County Sheriff’s Office has taken over 700 pictures and completed an inventory list of all the property seized.  This information was then distributed regionally to agencies that may have potential victims.  Individual citizens who wish to inquire about specific property should contact the specific law enforcement agency that initially investigated the case rather than directly contacting the Washington County Sheriff’s Office.

At the conclusion of the investigation it is anticipated the suspects will face multiple felonies in many different jurisdictions.

Case:                     Highway 45 Crash
Authority:              Sgt. Randy Boudry

A single vehicle roll over crash on 10-17-2014 resulted in the vehicle bursting into flames causing both lanes and directions of US 45 approximately .2 miles north of STH 60 in the Town of Polk to be reduced to one lane, and for short periods of time rerouted shortly after 7:00 a.m. Officers and fire personnel were on scene for approximately two hours.

The original call was taken on the crash by the Sheriff’s Office at 7:07 a.m. with officers arriving shortly after to find the van fully engulfed, on its side, in the median, with the lone occupant out of the vehicle. As Jackson Fire Department fought the fire, several small explosions from what was believed to be aerosol cans of paint, caused debris to be thrown onto the southbound lanes halting all south bound traffic.

Deputies were able to learn from the 25 year old West Bend driver that he lost control of the van while traveling south bound after spilling his cooler that he was trying to reach and retrieve contents from. The driver faces citations for inattentive driving and operating a motor vehicle with a suspended driver’s license.

Case:                     #14-34997+14-28595
Authority:              Lt. Paul Buth

William B. Campbell was charged on October 1 in Washington County Circuit Court with possession with intent to deliver marijuana and delivery of marijuana. On September 29th Campbell was stopped in Washington County by the Washington County Drug Task Force and was in possession of 4.9 pounds of high grade marijuana that he had driven cross county from his residence in the State of Oregon. The marijuana is believed to have originated at an outdoor grow site in California where it was purported to be grown legally under California law.

The Drug Task Force had previously conducted a controlled purchase from Campbell of 1.25 pounds of marijuana in August, which is the basis for the related delivery of marijuana charge.

Marijuana grown in a state where production has been legalized becomes illegal when it is produced or sold outside of laws present in that state, or when it is transported to a state where the drug is illegal such as Wisconsin. Marijuana also remains illegal under federal law. In the last several years the drug task force has seen Marijuana produced in states such as California, Washington, and Colorado become more common in significant cases involving the supply to Washington County.

Experience has shown in most cases, someone originally from our area moves to California, Washington, or Colorado. Typically they are already involved in the drug subculture and make new contacts with drug producers in these states. They then become the conduit for mailing, shipping, or driving large quantities back to Wisconsin for profit.

This marijuana was believed to be purchased from the California grower at $2600 per pound to be sold in Wisconsin for $4000 per pound. High quality marijuana is sold for up to $400 per ounce or occasionally more, making the street value of each pound approximately $5600.

If you are aware of someone profiting by importing large quantities of marijuana into Washington County Wisconsin, please report this information to the Washington County Drug Task Force through the Washington County Law Enforcement Tip Line at
1-800-232-0594.
The Washington County tip line is administrated by the Washington County Chiefs of Police Association and offers possible cash rewards for callers reporting crime tips if an arrest results.

Case:                Public Notice - Phone Scam
Authority:         Lt. Martin Schulteis

Earlier this year the Internal Revenue Service warned citizens of a nationwide sophisticated phone scam that targets innocent taxpayers.  The scam alleges the citizens owe back taxes and fees that must be paid through a preloaded debit card or some other type of wire transfer.  These scammers will use many different types of tactics to convince victims they owe delinquent taxes a

d have to immediately send money to avoid law enforcement action.
One such tactic is caller ID spoofing. This is a common tactic where the scammers are able to hide their actual phone number by replacing it with a number of their choice.  In many cases the initial phone call from the scammer will have the IRS toll free phone number fraudulently appear on the caller ID.

The Washington County Sheriff’s Office recently received a report from a resident of the City of West Bend who was reporting this very type of scam.  After the potential victim initially hung up on the scammer, she received a second follow up phone call.  The number that was displayed on the caller ID was “Wash. Co 262-335-4378”.  That number is the Washington County Sheriff’s Office non emergency administrative phone line.  The scammer deceitfully indicated she was from the Washington County Sheriff’s Office and that deputies were dispatched to her home to take her into custody for an arrest warrant unless she immediately paid the fake tax bill.

The Washington County Sheriff’s Office wants citizens to know that we do not assist the Internal Revenue Service with any types of tax collection over the phone. There are occasions where we do assist the IRS with tax warrants, but that is only after the IRS has exhausted all methods of collecting delinquent taxes.  During those very isolated circumstances, representatives from our agency personally accompany IRS agents to the home or business.  Our agency would like to stress that if you receive a phone call from our agency, you can ask the caller to identify themselves and who their direct supervisor is.  You can also look up the phone number for yourself and call it back to verify the origin of the call.

For more information or to report variations of this IRS scam, go to www.irs.gov and type "scam" in the search box.
