On January 31, 2016, at approximately 1:09 a.m., the Washington County Sheriff’s Office was notified and dispatched to a call of a subject who was shot in the Village of Newburg at 451 Main St. Upon arrival of deputies, it was found that a 36 year old Village of Newburg man, had accidentally shot a 35 year old Town of Farmington man, while showing him a handgun that he was trying to sell. Deputies and a detective investigated the scene. The investigation revealed that the handgun had not been completely cleared of ammunition, and it had discharged a bullet into the arm of the victim. The round had not penetrated into any other apartments. The discharge appears to be accidental in nature, however the Village of Newburg man was believed to be intoxicated at the time, and was taken into custody for intoxicated use of a firearm. The victim was transported to Froedtert Hospital for non-life threatening injuries, and was treated and released.

On Friday January 29, 2016, at approximately 5:45 p.m. the Washington County Sheriff’s Office was notified by Menomonee Falls Police Department that they were out with a 22 year old male at Community Memorial Hospital who had a gunshot wound to his hand. It was believed to be an accidental discharge by the 22 year old victim. Deputies and detectives were sent to the Community Memorial Hospital and the victim’s apartment located in the town of Germantown to investigate. The investigation revealed the victim was home alone in an apartment above a business in the Town of Germantown. The victim was cleaning his handgun, and while putting the weapon back together, the weapon discharged one round striking the victim in the left hand. The round did not penetrate the apartment, and did not cause a danger to the business below. The discharge appears to be accidental in nature. The victim will not be facing any criminal charges.

Subject:       Motor Vehicle Crash (16-3615)

On Friday January 29, 2016 at approximately 4:02 a.m., Washington County Sheriff’s Deputies were dispatched to the 3100 block of Kettle Moraine Parkway in the Village of Richfield for a suspicious male subject yelling for help and trying to gain access to an unoccupied neighboring residence. Shortly after their arrival, Deputies located a 24 year old Richfield man in the area. The man claimed that he was trying to access a residence recently purchased by his father, causing minor damage in the process. The man had a minor injury to his head, which he alleged came from an earlier fight. However, he refused to identify an assailant. The man was subsequently evaluated by Richfield Rescue and later refused medical transport to the hospital.

At approximately 6:36 a.m. the Sheriff’s Office was notified of a vehicle that had driven through the front of the Aurora Pharmacy located at 1303 STH 175 in the Village of Richfield. At the time of the call it was unknown if this was an active burglary attempt and/or if anybody was still in the store. Deputies and officers from the Germantown Police Department were dispatched to the scene.

Upon officer’s arrival, a pickup truck was found to have crashed through the front of the store and was completely inside. No suspects remained on scene. A records check of the crashed pickup identified the owner as the same male subject previously located by Deputies in the 3100 block of Kettle Moraine Parkway. The store and Kettle Moraine Parkway are separated by approximately ½ mile.

A preliminary investigation revealed the following: At approximately 2:45 a.m. the man inadvertently turned west onto the pharmacy’s access driveway (likely believing it was an arterial road), and drove straight into the building. After the crash, the man fled the scene on foot and was later encountered by deputies in the 3100 block of Kettle Moraine Dr. The man had no affiliation with the house he was trying to gain access too.

Aurora Pharmacy sustained moderate structural damage and was not occupied at the time of the crash. The man was subsequently arrested and brought to the Washington County Jail for Criminal Damage to Property, Disorderly Conduct, Obstructing an Officer, and Possession of Cocaine.         

Driver impairment appears to be the contributing factor, and the incident remains under investigation by the Washington County Sheriff’s Office.

On Thursday January 21, 2016 at approximately 4:19 p.m., a neighbor notified the Washington County Sheriff’s Office of a house fire located at 3023 El Camino Drive in the Town of Jackson.  Deputies and firefighters from the Jackson Fire Department were subsequently dispatched to the scene.  Assistance was also requested from the Germantown, Jackson, Slinger, Richfield, West Bend, and Newburg Fire Departments. Life Star Ambulance service was also requested. Upon their arrival, emergency responders observed flames coming out of the rear of the house.   

While the fire was brought under control, traffic was limited on El Camino Drive. No residents were home at the time of the fire, and no firefighters were injured during the extinguishment. A dog was found in the residence and taken to a 24 hour emergency veterinary clinic for smoke inhalation. Unfortunately, a second family pet perished as a result of the blaze. Damage to the home and contents is estimated at approximately $232,000.   

 The exact cause of the fire is currently unknown and the incident remains under investigation by Washington County Sheriff’s Fire Investigators.

Subject: Residential burglaries/suspicion complaint- cases # 16-2379, 16-2383, and 16-2400

The Washington County Sheriff Office continues to investigate 2 residential burglaries that occurred on January 19, 2016. The burglaries occurred in the 900 block of Western Ave, (Town of Jackson) & 3000 block of Jackson Dr, (Town of Jackson).

Our department also received a report of a suspicious vehicle occupied by 2 black males that went to a residence in the 2000 block of Scenic Rd, (Village of Richfield), asking for directions to Hwy 41. We are investigating whether these incidents are related.

The vehicle involved in the suspicion complaint was described as: an older gray Toyota Avalon, with a spare tire (black rim) on the passenger rear. The vehicle was driven by a black male driver. The person that went to the door was described as a black male, about 20-30 years of age, dressed for the weather, and “frantically” ringing the doorbell.

Sheriff Schmidt is proud to announce the following promotions effective January 1st.

Lieutenant Martin Schulteis was promoted to Captain and will manage the Administration, Communications Center Radio System and Information Technology areas. He will also serve as the Undersheriff.

Lieutenant Bruce Theusch was promoted to Captain and will manage the Patrol, Detective, Drug Unit, Specialty Teams and Vehicle Maintenance areas. 

Sergeant Tim Kemps was promoted to Lieutenant and will serve as Shift Commander on Third Shift Patrol.

Sergeant Ryan Herman was promoted to Lieutenant and will serve as Shift Commander on Second Shift Patrol.

Deputy Buck Robertson was promoted to Sergeant and will serve as Second Shift Patrol Sergeant.

Deputy Keith Uhan was promoted to Sergeant and will serve as Third Shift Patrol Sergeant.

Deputy Charles Vanderheiden was promoted to Sergeant and will serve as Second Shift Patrol Sergeant.

On December 30th 2015, Captain Steve Gonwa retired from the Sheriff’s Office.  During his 34 years with the department he served as a Deputy, Sergeant, Lieutenant and the last nine years as Captain of Operations.  We wish him well in his retirement.

Also, during the 2016 budget process, a third Captain’s position was approved for the department. This position allows the Sheriff’s Office management workload to be divided between three Captains.  Captain Scott Lehman remains in charge of Corrections Division with Captains Schulteis and Theusch as stated above.

Promotional processes require some time and work to complete properly. I would like to thank Washington County Human Resources and the Civil Service Commissions members for their work and expertise.

Subject: Rescue Call/ Flight for Life (2016-1505)

On January 12, 2016, at approximately 6:21 p.m. the Washington County Sheriff’s Office was notified of a skiing accident with injury at Sunburst Ski Area. Life Star ambulance was on scene rendering medical attention to the patient and requested assistance in setting up a landing zone for Flight for Life. Kewaskum Fire department and the Washington County Sheriff’s office assisted in setting up the landing zone in the north parking lot of the ski area. The patient was a 13 year old female from a local middle school ski club. She was transported via Flight for Life to Children’s Hospital with non-life threatening injuries.

February Releases

On the above date at 11:12am the Sheriff’s Office received a report of a structure fire at 5566 W. Lake Drive in the Town of West Bend. The caller was an area resident who reported flames coming from the residence which was reported to be an unoccupied seasonal home. The Slinger Fire Department was paged and quickly upgraded the fire to a MABAS call. Fire Departments from Allenton, Hartford, St. Lawrence, and an ambulance from Lifestar Rescue responded.

Upon the arrival of the first deputy on scene at 11:17am the flames were coming from the east side of the residence on the first floor near where the gas meter enters the residence. The deputy also observed the flames to be centered near a space heater in the living room. Deputies on scene closed the roadway to traffic.

At this time the fire has been extinguished and the Slinger Fire Department has requested a fire investigator from the Sheriff’s Office to assist in the investigation. Contact has been made with the owners of the residence. The residence was not occupied at the time and there were no reported injuries to anyone on scene. At this time there is no damage estimate available and there is no further information being released.

Subject:                  FATAL CRASH USH 45 at Chestnut St.

On February 15, 2016 at 12:38 pm the Washington County Sheriff’s Office was notified of a pedestrian vs vehicle crash on northbound USH 45 at Chestnut St. in the City of West Bend. West Bend Fire/Rescue along with Sheriff’s Deputies responded to the scene.

Upon arrival, lifesaving efforts were started on the pedestrian, an 18 year old West Bend man, however the man died at the scene. The operator of the northbound vehicle, a 34 year old Palmyra man was uninjured.

The initial investigation revealed that the pedestrian was alongside his vehicle, outside of the lane of traffic, putting gas in his disabled vehicle when he was struck by the northbound vehicle. The northbound vehicle traveled over the fog line prior to striking the pedestrian.

Investigators are trying to determine why the northbound vehicle left the roadway. Alcohol/ drugs do not appear to be a factor. The accident remains under investigation by the Washington County Sheriff’s Office Accident Reconstruction Team.

One lane of USH 45 northbound and several onramps for the highway were closed while the accident scene was investigated. Authorities should have the road open in approximately 15 minutes.

On 2-14-16, at 1:58 AM, The Washington County Sheriff’s Office was notified of a single vehicle car crash, on Donegal Rd west of County Highway K, in the town of Erin. Deputies responded along with the Hartford Fire Department and rescue.

 A 38 year old Town of Erin woman was pronounced dead at the scene, as a result of the crash. A 38 year old town of Erin man was critically injured, and transported by Flight for Life to Summit Hospital in Oconomowoc.

 The crash remains under investigation but evidence indicates the car was being driven west bound on Donegal Rd, completely left the paved roadway to the right, and struck a tree head on. The crash is still under investigation, but alcohol, speed, and lack of seatbelts were believed to be contributing factors. This is the first traffic fatality in the county this year.

 On Saturday February 13, 2016 at approximately 6:19 p.m., the Washington County Sheriff’s Office was notified of a house fire located in the 7600 block of Pond Rd. in the Town of Hartford. The caller reported that everybody was out of the residence and he was attempting to put the fire out. Deputies and firefighters from the Hartford Fire Department were subsequently dispatched to the scene. Upon their arrival, emergency responders observed heavy smoke and flames emitting around the chimney and roof of the single family home. Assistance was requested from Slinger, St Lawrence, Allenton, Woodland, Neosho, Ashippun, Germantown, and Richfield fire departments.    

 Firefighters extinguished the fire on main floor kitchen and living room area of the house. Damage from the fire is estimated at approximately $200,000. No residents or firefighters were injured as a result of the fire. 

 Pond Rd between Taylor Rd and just east of the residence was intermittently restricted for approximately 2.5 hours to facilitate extinguishment and clean-up operations. The town of Hartford assisted with a salt truck due to water creating a hazard on the roadway. While the exact cause of the fire is unknown, at this time it does not appear to be suspicious in nature. 

 The matter remains under investigation by the Sheriff’s Office.

Subject: IRS frauds and scams

Recently our agency has taken calls from citizens who say they have received suspicious calls from people claiming to be the IRS.  During this call the suspect tells the victim that money is owed to the IRS for back taxes and payment must be made immediately or risk being jailed.  These are false claims made by scammers.  The IRS WILL NOT call citizens informing them that money is owed for back taxes.  If you received a call from such a person, hang up and don’t speak to them.  Remember the IRS WILL NOT call you about a tax issue, do not give out your personal identification to these callers. 

Also, recently we have had a few cases where victims receive a call from persons that claim that their grandchild was involved in an accident and are now in trouble unless money is sent immediately.  DO NOT send anyone money that tells you this on a phone.  The majority of the time, these scammers prey on older residents that believe they are doing the right thing for their loved ones.  We suggest that residents have conversations with any family members that may get calls such as these so they don’t become victimized.





March Releases

Subject:                 FATAL ACCIDENT (2016-10806)

On Thursday, March 24th 2016 at 1:22 p.m. the Washington County Sheriff’s Office responded to CTH K .2 miles south of Hall Road in the Town of Hartford reference a two car vehicular crash with injury. Upon deputies arrival it was determined serious injury was suffered by one the operators. Hartford Fire and Rescue Department responded for medical triage of both vehicle operators. Rescue determined one operator to be deceased and the second sustaining minor injury.

The deceased operator (sole occupant) was southbound on CTH K leaving the City of Hartford. While negotiating a curve in the roadway south of Hall Road, the operator lost control of the vehicle, crossing the center line sliding sideways in to the northbound lane of travel. There it was struck on the passenger side by a northbound vehicle in a ‘T’ bone manner resulting in the southbound operator’s death. The northbound operator (sole occupant) suffered minor injury and was treated and released a short time later from Aurora Medical Center in Hartford.

The Washington County Sheriff’s Office Crash Reconstruction Unit is assisting with the investigation. Weather and snowy road conditions appear to be contributing factors in the crash. CTH K was closed to traffic for approximately 2 ½ hours.

The deceased operator (southbound) is a 23 YOA male from Menomonee Falls Wisconsin. The injured operator (northbound) is a 71 YOA female from Hartford Wisconsin.

This is Washington County’s 3rd traffic fatality today and 6th traffic fatality in 2016.

No further information is being released at this time and the crash remains under investigation.

 


 

PRESS RELEASE

Subject: I 41 Fatal Crash   #16-10770

Washington County Sheriff’s Office received calls at 11:12am. of a head on crash involving a South Bound semi-tractor trailer and a North Bound passenger van that had crossed over the median on I 41 just north of CTH K in the Town of Hartford.

Authorities were able to determine that the van was driven by a 24 year old Oshkosh woman whom had her 15 year old sister, also of Oshkosh, as a passenger. Both of these young women were killed as a result of the collision and were pronounced dead at the scene. These were the Counties 4th and 5th traffic fatalities this year.

Investigators believe that the north bound van was traveling too fast for the road conditions which had snow and scattered slippery spots throughout the County. The van crossed over the median being struck by the semi and the vehicles became entangled and entered the west ditch of the highway.

The 61 year old operator of the semi was from Ontario, Canada and was not injured but was transported to an area hospital as a precaution.

Authorities needed to close one of the two southbound lanes for over six hours but were able to allow passage at reduced speed during the extensive cleanup.

No further information is being released at this time and the crash remains under investigation.

SUBJECT:               Assist Fond du Lac County Sheriff’s Office (16-10402)

On Monday, March 21st, 2016 at 9:35 pm the Fond du Lac County Sheriff’s Office contacted the Washington County Sheriff’s Office to request assistance with an officer involved death investigation pursuant to §175.47. That statute requires the primary ensuing investigation of an individual’s death as a result of an action or inaction by law enforcement must be completed by an investigative team from an independent agency.

The preliminary investigation reveals that during the early evening hours on Monday, March 21st 2016, the Fond du Lac County Sheriff’s Office was investigating a report of a suicidal subject.  The subject, an 18-year-old Campbellsport man, had been posting suicidal statements on social media and texting acquaintances several hours prior to the incident.  At approximately 9:11 pm on March 21, 2016, Fond du Lac Deputies located the man driving on Town Hall Rd in the Town of Auburn and attempted to stop him to check his welfare.  The man continued driving at low speeds for about ½ mile with two deputies following in separate squad cars. At the intersection of CTH SSS and N. River Rd. the man turned his vehicle around and drove toward the deputies at a low to moderate speed.  At this point the squads partially blocked the road and the man’s vehicle and one of the squad cars collided.  The man’s vehicle continued off road and struck a tree.  At that point, it appears the man shot himself with a handgun.  Deputies did not fire their weapons.  Deputies extricated the man from the car and provided life-saving measures until relieved by a rescue squad.  The man later died at a regional trauma center.

The Fond du Lac County Deputies involved are ages 50 and 30 and have 27 and 4 years of law enforcement experience respectively.

Washington County detectives and accident reconstruction personnel were on the scene and are investigating the incident.  Squad video has captured some of the incident. The incident remains under investigation by the Washington County Sheriff’s Office and no further details can be released at this time. The Washington County Sheriff’s Office anticipates forwarding the complete investigation to the Fond du Lac County District Attorney’s Office for review upon completion.

On the above date at 9:05 pm the Washington County Sheriff’s Office received a report of a structure fire at 577 Paradise Drive in the Town of Trenton. The homeowner advised that there was heavy smoke in the residence and that everyone had been evacuated. Newburg Fire Department was paged and requested that the call be upgraded to a MABAS Box, working still level. Fire Departments from West Bend, Fillmore, Cedarburg, Saukville, Waubeka, Jackson, and Port Washington Ambulance responded to assist in extinguishing the fire.

Upon the arrival of the first deputy at 9:16 pm heavy smoke was seen coming from the residence. The homeowner advised that he had been attempting to repair the fuel oil furnace which was not functioning correctly when it started on fire. The fire was contained to the basement area, however parts of the residence sustained heavy smoke damage.

At this time the fire has been extinguished and the Washington County Sheriff’s Office fire investigator has been requested to assist. Preliminary damage estimates are approximately $50,000. Paradise Road was closed between Cty Tk M and Wausaukee Road for approximately two hours to assist in extinguishing the fire.

On the above date at 2:42pm the Sheriff’s Office received a report of a smoke coming from the east side of barn located at 536 Bridge Rd, in the Town of Jackson. The barn was located approximately 100ft north of the residence and there were other outbuildings near the barn. The Jackson Fire Department was paged and quickly upgraded the fire to a MABAS call.  Fire Departments from West Bend, Slinger, Germantown, Newburg, Richfield, Cedarburg, Hartford, Fillmore, Saukville, and Boltonville responded to assist.

The first responding deputy reported smoke and flames coming from a southeast corner of the barn. The barn was a 40ft x 110ft in size, which was detached from the residence.  The fire departments began working on extinguishing the fire and by approximately 4:15pm it was extinguished.  The shed and contents were a total loss.  It is estimated that the barn and contents had a value of $200,000.00

The damage was contained to the barn; there was no damage to the residence or any other outbuildings. The barn was housing for 2 goats and a pig, they all escaped uninjured.  The origin of the fire in unknown at this time and is under investigation of the Washington County Sheriff’s Office.

Subject:                 Town of Erin – St. Patrick’s Day Parade

The Town of Erin St. Patrick’s Day parade will be held on Thursday, March 17th. The parade will begin at 11:00 AM. The Sheriff’s Office in cooperation with the Town of Erin, has taken steps to ensure that the parade route and surrounding highways will be as safe as possible for motorists and pedestrians.

The practice of groups establishing large party areas along the highway used for the parade route have caused traffic and pedestrian hazards and significant delays in reopening the highway following the parade. The Town of Erin receives a permit from the Washington County Highway Department to hold the parade on a closed portion of CTH K between CTH E (west) and Hwy 167, however that permit does not include closing the highway for unrestricted partying.

The presence of oversize vehicles, recreational vehicles, campers, trailers, and the temporary structures associated with these groups contribute to the hazards along the highway. These hazards significantly delay the clearing of the parade route and encourage excessive drinking both before and after the parade. To address these concerns and to ensure the safety of everyone wishing to attend the parade, the following steps have been taken to minimize these hazards:

Only passenger vehicles and trucks not exceeding one ton in capacity will be allowed to park along the parade route. Vehicles which are prohibited from parking on the parade route include recreational vehicles, towed or pickup campers, motor homes, buses, oversize vehicles and/or trailers of any kind.

No temporary structures or shelters will be permitted on the parade route. This includes pole tents, frame tents, lean-to’s, awnings, canopies or similar structures regardless of size.

Use of private property along the parade route is at the discretion of the property owners. Vehicles will be permitted to enter the parade route for the purposes of accessing private property or discharging passengers, however they will not be permitted to remain parked along the route. Once the parade route is deemed full all vehicular traffic will be restricted on the parade route. Unauthorized persons, vehicles, and/or structures which are located on private property without the permission of the property owner constitutes trespassing. Violators will be cited. All other highways adjacent to the parade route are open highways and all applicable laws will apply.

In addition to the above steps the Sheriff’s Office will be deploying extra Deputies on St. Patrick’s Day dedicated to enforcing traffic laws to ensure vehicular safety, including detecting and arresting drivers for OWI violations.

The Sheriff’s Office and the Town of Erin are taking these steps to ensure that the parade is an enjoyable and safe event for everyone.

Subject: Vehicle crash / Power Outages 16-8850

On 3-9-2016 a single vehicle, minor injury crash caused power and Cable TV outages near the City of West Bend. The driver was examined by West Bend Rescue and released at the scene. The vehicle sustained heavy damage and was towed from the scene.

The crash was reported at 11:39 AM and happened on STH 144 near Lakeridge Ct, in the Town of Barton.

A Southbound vehicle driven by a 73 year old Sheboygan Falls woman went off the road striking a power pole. The pole was snapped off and held wires belonging to WE energies, Charter Communications and AT&T and included fiber optic lines. Multiple repair crews were on scene attempting to restore services. Repair crews remain on scene and traffic flow through the area is being flagged by crews and may be restricted or slowed at times.

STH 144 was initially closed for a short period of time and was reopened after the area was deemed safe.

The crash was caused by the lone occupant or driver’s lapse of attention to her driving. Authorities anticipate the issuance of an inattentive driving citation to the driver.

On Sunday, March 6, 2016 at 11:50 pm, residents of a house located at 8090 Highland Dr., in the Town of Barton, notified the Washington County Sheriff’s Office of smoke detectors going off. Deputies arrived, noticed smoke coming from the attic and roof area of the house, and evacuated an adult, child, and dog. Firefighters responded from Kohlsville, Kewaskum, Allenton, and West Bend.  

Firefighters were successfully able to extinguish the fire that had started to spread throughout the attic area. The house suffered significant roof, smoke, and water damage.  The intersection of Highland Dr. and Ridge Rd. was closed for approximately one hour. Damage to the residence is estimated to be approximately $100,000. No one was injured as a result of the fire.

Investigation revealed that a lightning strike to the house had caused the fire. There was a tall metal pole, with supports, that had fallen from the roof. A large hole was located in the roof at the base of where the pole had been, and the wood studs knocked out around the hole. There had been storms in the area, and the resident reported a loud bang right before the smoke detectors went off. The fire is not considered suspicious in nature.

On Sunday, March 6th 2016 at 3:16 p.m. the Washington County Sheriff’s Office responded to Hwy 33 ¼ mile east of Hwy WW in the Town of Addison reference a vehicular crash with injury. Prior to deputy arrival, those on scene provided updated information of one operator possibly being deceased. The Allenton Fire and Rescue Department responded to assist.

When arriving on Hwy 33, one deceased operator was confirmed with a second operator injured. The deceased operator was trapped in the vehicle and needed extrication. The injured operator was not trapped. There was a third involved vehicle, however damage to that vehicle was very minor and the two occupants of the vehicle were not injured. Allenton Rescue assisted with extrication and patient assessments.

Initial investigation shows an eastbound vehicle operated left of the center line resulting in a head-on crash with a westbound vehicle. After striking the first westbound vehicle, the eastbound vehicle continued east and made minor contact with a second westbound vehicle. The eastbound operator suffered non-life threatening injury. The operator of the first struck westbound vehicle was deceased. Alcohol is a contributing factor of the crash.

The Washington County Sheriff’s Office Crash Reconstruction Unit is assisting with the investigation. Hwy 33 was closed to traffic for approximately 4 ½ hours.

This is Washington County’s 3rd traffic fatality in 2016.

Subject:     Armed Robbery 16-15077

On Tuesday, April 26, 2016 at 10:34 am, the Washington County Sheriff’s Office received a report of an armed robbery that occurred in the parking lot of Ashley Furniture located at 2515 Cabela Way in the Town of Polk. The victim, a 66-year-old Village of Jackson man, made an online agreement to sell a handgun to a perspective buyer through a popular website. The victim subsequently made arrangements to meet the “buyer” in a public access parking lot to complete the transaction. The victim choose the Ashley Furniture parking lot merely out of convenience of location.

The “buyer” approached the seller’s vehicle on foot and entered the passenger side.  The “buyer” then began to inspect the firearm while another male subject approached the vehicle on foot and opened the driver’s side of the vehicle armed with a handgun.  The armed suspect then threatened the seller with another firearm and both suspects then fled the area on foot with the stolen handgun.  The seller, who is a valid CCW permit holder, then exited his car and retrieved another concealed pistol from the car and shot at least one round towards the suspects that were fleeing.  The responding deputies quickly conducted a canvass of the commercial areas adjacent to the parking lot and obtained the suspects’ physical descriptions as well as a detailed vehicle description from several different individuals.  This description was immediately relayed to several other law enforcement agencies including Germantown Police, the Wisconsin State Patrol and the Menomonee Falls Police Department.

Officers from these three law enforcement agencies were able to locate a vehicle in the area of 124th St and Old Orchard Rd. in the Village of Menomonee Falls.  The vehicle was stopped and four subjects were taken into custody without incident.  Evidence was located tying the occupants to the robbery.  As of this writing, all subjects are currently in custody at the Sheriff’s Office while the investigation continues. Three of the subjects are males ages 17, 18 and 22.  There was also a 17-year=-old female in the car.  All are residents of the City of Milwaukee and the adults have lengthy violent criminal records including a previous conviction of armed robbery.  No one was injured as a result of this incident and all charges are pending.

On Thursday April 21, 2016 at approximately 11:31 a.m., a neighbor notified the Washington County Sheriff’s Office of a possible house fire located in the 4000 block of W. Moraine Drive in the Town of Kewaskum. Deputies and firefighters from the Kewaskum Fire Department were subsequently dispatched to the scene. Assistance was also requested from the Boltonville, Campbellsport, Kohlsville, Jackson, and West Bend Fire Departments. Upon their arrival, deputies observed light to moderate smoke emitting from the residence.  

After their arrival, firefighters quickly brought the room and contents fire under control. However, W. Moraine Drive between CTH V and Highland Drive was closed to through traffic for approximately 1.5 hours to facilitate overhaul and clean-up operations. No residents were home at the time of the fire, and no firefighters were injured during its extinguishment. Unfortunately, several birds inside perished. Damage to the home and contents was estimated at approximately $75,000.00.

An investigation revealed that the fire likely started in an area were several baby chickens were being warmed via a heat lamp. However, the exact cause of the fire remains undetermined.

 On Wednesday April 20, 2016 at approximately 5:08 p.m., a neighbor notified the Washington County Sheriff’s Office of a barn fire located at 6340 Arthur Rd in the Town of Hartford.  Deputies and firefighters from the St. Lawrence and Hartford Fire Department were subsequently dispatched to the scene.  Assistance was also requested from the Allenton, Jackson, Slinger, Richfield, Kohlsville, and West Bend Fire Departments. Upon their arrival, emergency responders observed flames coming out of the top and sides of the barn. The barn was fully engulfed at the time of arrival.   

 While the fire was brought under control, traffic was shut down on Arthur Rd between Hwy 83 and Saint Lawrence Ln for approximately 2 hours. The home owner was present and tried to get as many animals out of the barn as possible. No firefighters were injured during the extinguishment of the fire. Unfortunately, a cat and two rabbits perished as a result of the blaze. Damage to the barn and contents is estimated at approximately $70,000.  

 The exact cause of the fire is currently unknown and the incident remains under investigation by Washington County Sheriff’s Fire Investigators.

Subject:                    Gas Line Strike – 16-14267

On the above date at 11:54am the Sheriff’s Office was notified of a gas line that was struck in the area of 1907 Hy 175 in the village of Richfield.  The line was reported to be a 4-inch gas line and it was struck by a road construction crew working on the Hy 175 reconstruction project.  Richfield Fire Department was paged and WE Energies was contacted.  Wisconsin Southern Railroad was also contacted to stop all rail traffic coming into this area.  Construction work was also halted.

Richfield Fire Department advised that all structures on both sides of Hy 175 between Elm Street and Pleasant Hill Road along with the structures on the west side of Railroad Street be evacuated.  Richfield Fire Department personnel were re-paged to assist with evacuation efforts along with Sheriff’s Department personnel who were on-scene.  Over 30 structures including residences and businesses were evacuated.

The WE Energies Emergency Gas Service was on-scene at approximately 12:30pm and the gas line was completely shut off by approximately 2:15pm.  The investigation showed that an excavator and bulldozer were working together.  The bulldozer was moving some dirt close to the gas line and struck the line which was actually a 6-inch gas line approximately 4 feet below the surface.

At this time personnel from WE Energies, Richfield Fire Department and the Sheriff’s Office are still on-scene.  Residences and businesses are still evacuated.  Construction work continues to be halted and there is no traffic allowed in the area.  That is all the information we have at this time.

On 4/16/16 at 8:47 pm the Washington County Sheriff’s Office received a 911 call from a person who reported that a house had exploded and was fully engulfed with flames at 2669 Sherman Road in the Town of Jackson. The Jackson Fire Department along with Sheriff’s Deputies were dispatched.

While responding to the call the Sheriff’s Office received another 37 calls on 911 from residents as far as the Village of Slinger and the City of West Bend who reported hearing a loud explosion.

Upon arrival at the scene it was discovered that there was not a house on fire. The flames were from a large bon fire in a field behind the residence that had just been started. The man who started the fire indicated that he had started the fire in the same manner that he has in the past and that after the fire was started someone may have thrown some fireworks into the fire. Based on the size of the explosion it is believed that a large amount of an unknown accelerant was used in the starting of the fire which resulted in the loud explosion. 

The 36 year old Town of Jackson man who started the fire will be cited for disorderly conduct. There were no injuries or property damage reported as a result of this incident.

Subject: Car Vs Store Crash

Washington County Sheriff’s deputies responded to a vehicle versus building crash in the Village of Richfield on 4/8/2016.

The call was received at 9:09 AM and was reported as an unknown injury accident. Upon deputies arrival it was confirmed as a property damage only crash.

The operator of the car that struck the building was an 87 year old Richfield woman that was about to patronize the Hair Formations Salon located at 1245 STH 175 in Richfield. As she drove into the parking lot, it is believed that the operator either failed to apply the brakes, or instead hit the accelerator by mistake.

No customers inside the Salon at the time were injured. The building owner placed an estimate of $15,000 to make repairs to the store front. The business was temporarily repaired and the Salon continued to provide services and remained open to customers.

The Washington County Sheriff’s Office will be increasing patrols on USH 41/ 45 during peak travel times beginning this week and lasting through the summer travel season.  The increased patrols will focus on aggressive driving and vehicle driving complaints. 

The main detour route for USH 41/45 is State Hwy 175.  State Hwy 175 is currently under construction and closed, in the south end of Washington County.  The patrol deputies will also be focusing on quickly mitigating traffic crashes on USH 41/45 to avoid secondary crashes/ back-ups, especially in the south end of Washington County.

In the past the Sheriff’s Office has given 48 hours to owners of disabled vehicles to remove their vehicles.  In an effort to eliminate potential hazards, patrol deputies will be immediately removing any vehicles that become disabled on USH 41/45 from County Hwy Q to State Hwy 60, while State Hwy 175 is under construction.

Subject:                          Injury accident on Highway 41 (16-18444)

 On Sunday, May 22, 2016, at 2:40am, the Washington County Sheriff’s Office was notified of a single vehicle roll-over style accident located on Hy 41 southbound approximately a half mile north of County Highway K in the town of Addison. Sheriff’s Dispatch was also advised that a male subject was currently lying in the roadway. Deputies and personnel from the Allenton and St. Lawrence Fire Departments were subsequently dispatched to the scene. 

 Upon arrival of deputies, an un-responsive 23 year old Allenton man was located lying in the south bound lanes of traffic. He was believed to be the sole operator of the vehicle. Flight for Life was requested to the scene. After being treated by on-scene emergency medical personnel, the man was subsequently flown to the Froedtert Hospital in Milwaukee with unknown injuries. 

 Highway 41 was closed in both directions for approximately an hour, and remained closed for southbound traffic for an additional 20 minutes to facilitate the tow and roadway clean up.

 A preliminary investigation into the cause of the accident revealed that the man had been driving north bound on Highway 41, when he entered the median, and then entered the south bound lanes of travel, rolling his vehicle onto the roadway. Alcohol is believed to be a contributing factor to the cause of the accident.

Case:                      Structure Fire - 16-18066

On the above date at 5:39am the Sheriff’s Office received a report of a possible garage fire at 7226 Hwy 144 (NR Asphalt & Pavement Maintenance) in the town of Barton. The caller was a passerby who reported black smoke coming from the garage.  Approximately 3 minutes later a second call was received by a resident who reported a hot kettle machine for hot tar was inside the garage. The West Bend Fire Department was paged and quickly upgraded the fire to a MABAS call. Fire Departments from Allenton, Kewaskum, Kohlsville, Jackson and Newburg were paged, but were cancelled prior to their arrival.

Two deputies arrived on scene at 5:45am and observed black smoke coming out of all sides of the garage, but no flames were observed. Deputies on scene closed the roadway to traffic.

West Bend Fire Department entered the garage and vented the structure to remove the smoke. A pickup truck with the attached hot kettle machine was removed from the garage. Further inspection revealed a fire in the attic of the garage which was dealt with by the Fire Department personnel.

It appears there was some mechanical or electrical failure with the hot kettle machine which started a fire on the machine. There was approximately $25,000 worth of damage to the garage due to the attic fire and approximately $15,000 worth of damage to the hot kettle machine. The garage was not occupied at the time of the fire and there were no reported injuries to personnel on scene.

On Monday May 16th a 56 year old City of West Bend man was charged by the Washington County District Attorney’s Office for manufacturing marijuana, maintaining a drug trafficking place, possession of marijuana, and possession of drug paraphernalia. The suspect had been arrested on the night of Friday May 13th as a search warrant was executed at his residence on Barton Avenue in the City Of West Bend.

The Search Warrant was obtained by the Washington County Multi-Jurisdictional Drug Enforcement Group (Drug Unit). The search warrant was served by the West Bend Police SRT. The Drug Unit was assisted at the scene by Sheriff’s Office detectives.

220 marijuana plants were seized by the drug unit. The plants were in various stages of development from just started to mature. A large quantity of ballasts, lighting equipment, timers and other marijuana growing equipment were also seized. The Honorable Judge James Pouros ordered a $10,000 cash bond.

Subject:                 Structure Fire – Town of Erin – 16-17716

Authorities were called regarding a fully engulfed structure at 7145 Cty Tk O at 11:27am.  The single family two-story structure was unoccupied at the time of the fire and was in the process of being vacated.  The fire-fighting efforts forced the closure of Cty Tk O for a period of approximately 3 hours.  

The following fire departments responded to the scene to fight the fire; Hartford, Ashippun, Woodland, West Bend, Merton, Stone Bank, Slinger, St. Lawrence, Lebanon, Neosho, Richfield fire departments.  Also assisting was Lifestar Ambulance and the Dodge County Sheriff’s Office. There were no reported injuries to fire personnel as a result of the fire.

The fire remains under investigation by the Sheriff’s Office and there has not been a dollar amount of estimated damage determined.  Authorities will remain on scene until the investigation has been concluded.

SUBJECT:                16-17010 Criminal Trespassing Investigation

On Tuesday, May 10th at 9:26pm, the Sheriff’s Office responded to the 6200 block of Esker Park Ct. in the Town of Trenton for a criminal trespassing/burglary complaint that had just occurred.  The 36-year-old homeowner was working in his attached garage when a male white opened the back service door and peered inside.  The suspect and victim briefly made eye contact and the suspect fled the area on foot.  The Sheriff’s Office saturated the area with patrol cars but was not able to locate the suspect.  A detective was also called in to process the scene.

During the initial investigation, the homeowner provided investigators with a description of the suspect and he also had phone contact with his ex-wife, a 33-year-old Saukville woman.  She advised that the suspect matched the description of her ex-boyfriend. The ex-wife indicated her ex-boyfriend, a 38-year-old South Milwaukee man, had demonstrated unreported abusive/domestic type behavior that occurred at her Saukville residence approximately three weeks ago.  

Although the Town of Trenton homeowner was not certain he could positively identify the suspect based on the glimpse of him, the Sheriff’s Office requested South Milwaukee Police Department to make contact with the 38-year-old man based on the information from the ex-wife of the victim.  The intent was to interview him regarding his whereabouts earlier in the evening.  We also requested that South Milwaukee Police Department photograph the clothing he was wearing.  This request took place during the evening of May 10th.  South Milwaukee Police made contact with the suspect and he adamantly denied being in Washington County that evening.

Concurrently, during this request to the South Milwaukee Police Department, the Sheriff’s Office investigators encouraged the ex-wife to report the most recent abusive/domestic type incident to the Saukville Police Department.  She subsequently contacted the Saukville Police Department to report that incident based upon our recommendation that evening.

Wednesday morning, Washington County investigators were still actively investigating the case and attempted to re-contact the suspect after speaking with the suspect’s probation officer and the ex-wife of the trespassing victim again.  The Sheriff’s Office was later notified that our trespassing suspect was involved in an armed standoff in the Village of Grafton on Wednesday night. 

Washington County Sheriff’s investigators continue to investigate the case and an effort to physically place the 38-year-old suspect at our scene Tuesday evening.

The week of May 1-7 is National Correctional Officers and Employees Week.  I would like to publicly thank all of the Washington County Jail staff for the difficult job they do, and acknowledge their dedication to providing a safe and secure facility.

Jail operations that are going well seldom make the news or come to the public’s attention.  The Washington County Jail and the Juvenile Detention Center have received excellent state inspection reports for years.  I attribute this to the positive attitude and very ethical culture among Washington County’s Correctional Officers.  The leadership, and Officers themselves have high expectations of each other, and makes for a well-run facility.

Bad things have happened in the Jail at times, and they will again.  The core purpose of the Jail is to secure accused or convicted criminals away from law abiding society.  Inmates are there because they have not followed the laws of our community.  Many have addictions or a level of mental illness.  Some just refuse to live inside our laws.  The Washington County Correctional Officers and other staff do a very good job of managing that population for the safety of our community.

SUBJECT:            900 EMG- Emergency Management Severe Weather Paging System

In the late 1970s, Washington County Emergency Government received a grant to provide Emergency Management pager receivers to schools, municipalities, factories and other private entities to receive severe weather broadcasts from the Washington County Sheriff’s Office. In addition to the grant, many pagers were also privately purchased and/or leased.  The program was referred to as the 900 EMG Paging System.  The Washington County Sheriff’s Office has been testing that particular pager group on a daily basis at 12 p.m. ever since.  There still may be a limited number of those pagers in existence, but the Sheriff’s Office has no way of tracking all 900 EMG pagers; the 900 EMG Pagers only receive pages and do not transmit data.

 

Since the implementation of that program, technology and equipment has changed allowing individuals to acquire weather alerts in a variety of different ways.  Severe weather alerts are currently available on a host of different platforms including most mobile devices, weather radios, police scanners, television stations and radio stations. Keeping that in mind, the Sheriff’s Office would still like to continue to provide the severe weather page option to any entity that still has an active 900 EMG Pager. 

 

If there are still entities that are using such a device, and want to continue to do so, they will have to contact the Sheriff’s Office and make arrangements for our Radio Administrator to evaluate the pager to determine if it can be reprogramed.  The Sheriff’s Office has updated our protocols for paging severe weather so only one severe weather page has to be done rather than multiple pages to different groups.  This update enhances public safety by making severe weather notifications quicker.  During the week of May 9th through May 13th, the Sheriff’s Office will also be making a formal announcement during the 900 EMG page that users of the 900 EMG System will need to have their pagers updated if that want to continue to receive severe weather alerts.  After May 13th, the severe weather 900 EMG page will be replaced with the more uniform severe weather page. Subject: Injury Crash 16-22180

On June 19, 2016 at 3:56 p.m. the Washington County Sheriff’s Office was notified of a two vehicle crash, with injuries, on CTH K at Shamrock Ln. in the Town of Erin. Sheriff’s Deputies and rescue personnel from the Hartford Fire Department were subsequently dispatched to the scene.

An on-scene investigation revealed the following: A motorcycle operated by a male drive and female passenger, was northbound on Cth K approaching Shamrock Ln. When the operator of the motorcycle slowed to initiate a right hand turn on to Shamrock Ln., A male driver was northbound in an automobile and struck the slowing motorcycle. The impact caused both the motorcycle drive and passenger to be ejected from the motorcycle. Both driver and passenger of the motorcycle suffered serious injury. The male driver was transported from the scene to Froedtert Hospital via Flight for Life. The female passenger was taken to Summit Hospital via Hartford Rescue Ambulance. The operator of the automobile was not injured.   

 Cth. K between Donegal Rd. and .5 miles south of Shamrock Ln. was closed for approximately 4 hours to facilitate rescue, investigative, and clean-up efforts. The Washington County Sheriff’s Office Accident reconstruction team responded to investigate the serious injury crash.  

 At this time, driver impairment and speed do not appear to be contributing factors. However, the accident remains under investigation by the Washington County Sheriff’s Office.

Subject:                 INJURY ACCIDENT (2016-20164)

On Friday, June 3rd 2016, at 6:35 pm the Washington County Sheriff’s Office was notified of an accident with injury at the intersection of Hwy WW and Beaver Dam Road in the Town of Wayne. While responding further information provided was that of a female operator being unconscious. Dispatched to assist at the scene were the Kohlsville Fire Department, Allenton Rescue, and West Bend Rescue.

 On arrival two damaged vehicles were located in the northwest ditch of that intersection. The male operator (sole occupant) of the involved truck was mobile and able to speak with rescue personnel and law enforcement. The female operator of the involved car was unconscious and still inside the vehicle. Her female passenger also remained inside the car. Rescue personnel removed both females and began medical assessments. The operator was evaluated and a determination to have her flown from the scene via flight for life was made. The passenger was evaluated and ultimately transported to St Joseph’s Hospital (Town of Polk) for precautionary reasons. The male operator was released from the scene with no injury. The male is 40 YOA and the females are both 16 YOA.

 Preliminary investigation shows the truck northbound on Hwy WW and the car westbound on Beaver Dam Road. There was no traffic control on Hwy WW but a stop sign did control Beaver Dam Road. The car entered the intersection and was struck on the driver’s side. At this time it is unknown if the car stopped for the stop sign or slowed for the stop sign prior to entering the intersection to continue westbound. This investigation is on-going. Alcohol does not appear to be a factor.

Case:                      Garage Fire - 16-20118

On the above date at 11:13am the Sheriff’s Office received a report of a garage fire at 7115 Arthur Rd. in the town of Hartford. The caller was one of the homeowners who reported the garage was not attached to the residence and was not fully engulfed. The Hartford Fire Department was paged and requested assistance from St. Lawrence Fire Department, Slinger Fire Department and Lifestar Ambulance.

Upon arrival at 11:22am, smoke was observed coming out of the structure, but no flames were observed. Deputies on scene closed the roadway to traffic. The Fire Departments were quickly able to suppress the fire so the structure did not become fully engulfed.

The investigation revealed there was a child who was playing with a trigger-ignited LP torch who started a wall calendar on fire and the flames spread to the insulation in the attic area. The Hartford Fire Chief requested a fire investigator from the Sheriff’s Office to confirm these findings. There was approximately $10,000 worth of damage to the garage structure/roof and approximately $2,500 worth of damage to the contents. The garage was not occupied at the time of the fire and there were no reported injuries to personnel on scene.

Subject:                 Assist other Police Agency 2016-19930

 On June 2nd, 2016 at 12:38 am the Washington County Sheriff’s Office was notified by Milwaukee Police Department of a high speed pursuit entering Washington County.  The vehicle that was being pursued by Milwaukee Police Department was reported as stolen in a carjacking during the afternoon of June 1st

 The vehicle became disabled at State Hwy 164 and Tuckaway Lane in the Village of Richfield. At that time 5 suspects fled on foot from the stolen vehicle.  Washington Sheriff’s Deputies and the SWAT Team responded to the scene to assist numerous Milwaukee Police Officers in an extensive search of the area.

 At 4:45 am a citizen contacted the Sheriff’s Office and advised that one of the suspects was observed in the area of State Hwy 164 and Monches Rd. Authorities responded to the area and apprehended all 5 suspects.  The male suspects ranging from age 15 to age 17 were successfully tracked by Milwaukee PD Canine Units and taken into custody without incident.

Subject:   Motor Vehicle Accident # 16-24338

On July 5, 2016 at 6:55 p.m. the Washington County Sheriff’s Office and Jackson Rescue were notified of a multi-vehicle crash, with injuries, on Interstate 41 near County Trunk Highway FD, in the township of Polk. Deputies responded and determine that there were a total of 3 vehicles involved and multiple persons injured.  Responding rescue personnel from the Jackson Fire Department subsequently requested mutual aid for additional ambulances.  Rescue Squads from Lifestar, Richfield and Germantown responded to assist.   

The investigation revealed that traffic was stopped on I41 due to the construction in the area, the lead minivan was able to stop in traffic, a SUV was able to stop behind the minivan, and the passenger car, operated by a 28 year old Washington County woman, was unable stop for the vehicles stopped in traffic. The passenger car rear-ended the SUV and pushed it into the minivan in front of it.  The operator of the SUV a 44 year old woman from Milwaukee who sustained minor injuries.  There were a total of 7 additional passengers in the SUV, ranging from ages 2 years old to 76 years old, taken to various hospital throughout the area to be evaluated for their injuries, none appear to be life threatening.  The occupants and operator of the Minivan were uninjured

The southbound lanes of Interstate 41 were closed in the area of the crash for approximately 1 hour and 20 minutes to facilitate rescue, investigative, and clean-up efforts.

Speed and impairment appear to be factors for the crash, and the accident remains under investigation by the Washington County Sheriff’s Office.

Incident:   Update to Fatal Crash US 45 @ Chestnut St. (16-5918)

On February 15, 2016 at approximately 12:38 p.m. Washington County Sheriff’s Deputies and members of the Sheriff’s Accident Reconstruction Unit responded to and investigated a vehicle verses pedestrian crash that occurred on USH 45 northbound at the Chestnut St. overpass in the City of West Bend. With the recent return of toxicology results from the striking driver, our investigation has been concluded.

 The investigation revealed that operator impairment, speed, and cell phone manipulation were not factors in this crash. The operator of the striking vehicle was northbound on USH 45 travelling in the right (slow) lane.  As the operator approached the Chestnut St. overpass, he did observe a pedestrian standing next to a vehicle that was parked along the east shoulder of the highway.  The operator attempted to move into the left (fast) lane, but was prevented from doing so by another vehicle already occupying this lane.  After which and for reasons that remain unknown, the operator briefly crossed over the east fog line, and fatally struck the pedestrian.  After the crash, the operator of the striking vehicle remained on scene and cooperated with investigative efforts.  

 In consultation with the Washington County District Attorney’s Office, no criminal charges will be filed in this matter. However, the operator of the striking vehicle will be issued a Wisconsin Uniform Traffic Citation for Unsafe Lane Deviation.

Subject:                 16-30787 – Farm Accident

On Tuesday, August 23, 2016, at 2:36pm, the Washington County Sheriff’s Office was notified of a farm accident at the Roden Echo Valley Farm, located at 5545 Cty TK Y, in the Township of Trenton. Initial information provided to the Sheriff’s Office was that a male subject had been run over by a skid loader. 

Upon the arrival of the first Deputy, he was able to locate the male victim who had no pulse and was not breathing. The Deputy also advised that one of the victim’s legs had been amputated.  CPR was started on the victim by the Deputies on scene and turned over to Newburg Fire/Rescue upon their arrival.  While Flight for Life was en-route to the scene, the victim passed away.

Initial investigation of accident shows that the victim was riding on a feed spreader which was attached to the front of the skid loader when he lost his balance and fell between the spreader and the wheel of the skid loader. The victim was ran over by the skid steer and in the process his leg was amputated as well.  

At this time the identity of the victim is being withheld pending notification to his family. This case remains open to the Washington County Sheriff’s Office Detective Bureau.

Subject:                 Injury Accident – Town of Polk – 16-28733

On the above date at 4:23pm the Sheriff’s Office was notified of a 2 vehicle head-on crash on Highway 164 south of County Road E, in the Township of Polk. Sheriff’s deputies were dispatched to the scene along with Lifestar Ambulance and Slinger Fire Department. 

The first responding Deputy advised that one operator was pinned in his vehicle and was bleeding from the face. Upon the arrival of EMS and Fire personnel, Flight for Life was summoned to the scene for that operator.  Traffic on Highway 164 was shut down completely for an hour and a half while the patient were being treated and the investigation was taking place.

The investigation showed a northbound vehicle operated by a 16-year old Town of West Bend man crossed over the centerline directly into the path of the southbound vehicle which was operated by a 27-year old man from the Village of Mount Calvary (Fond Du Lac County. The 16-year old operator and the 13-year old passenger were transported via ambulance to St. Joseph’s Hospital and were released with minor injuries.  The 27-year old operator was transported via Flight for Life for his injuries. 

Alcohol and speed do not appear to have been factors in the accident, but the investigation remains open at this time. There is no further information being released at this time.

Subject:                    Structure Fire, Case # 2016-28297

 On Wednesday August 3, 2016 at approximately 8:19 pm the Washington County Sheriff’s Office received a report that two residents of the Cedar Community had been walking, and saw smoke coming from the soffit of the Learning Center, located at 4274 Learning Center Drive on the Cedar Community Campus, in the Town of West Bend.

The West Bend Fire Department was paged and quickly upgraded the structure fire to a working still level. Deputies from the Washington County Sheriff’s Office responded and upon arrival of the first deputy the structure was found to be unoccupied with heavy smoke coming out.

Upon arrival of the West Bend Fire Department the structure fire was quickly upgraded to a Box level. The following fire departments responded to assist in fighting the fire; Newburg, Kewaskum, Boltonville, Allenton, Jackson, Kohlsville, and Slinger. The fire was quickly brought under control and damage was confined to the south half of the structure. There were no reported injuries to fire personnel as a result of the fire.

The fire remains under investigation by the Washington County Sheriff’s Office and West Bend Fire Department. Damage to the structure is estimated to be $75,000.

Subject:                 INJURY ACCIDENT (2016-27989)

On Monday, August 1st 2016, at 4:05 pm the Washington County Sheriff’s Office was notified of an injury accident on I41 south of Hwy 28 in the Town of Wayne. Motorists advised the accident involved a car and a truck pulling a cattle trailer and reported one operator injured and trapped. 

On arrival deputies located the accident on I41 southbound approximately ¾ quarters of a mile south of Hwy 28. A Ford Focus was located in the right/slow lane of traffic with severe damage to the front of the vehicle. That female operator was still trapped and in need of extrication. The second involved vehicle, a Chevrolet truck pulling a 26 foot cattle trailer, was slightly south of the Focus and stopped on the shoulder of the highway. The trailer was damaged in the front near the hitch/king pin and in the rear. The male operator of the truck was not injured. After being removed from her vehicle, the female operator was transported via ambulance to a near-by location where Flight for Life was staged. She was ultimately transported to Froedtert Memorial Hospital in Milwaukee with non-life threatening injuries.

Investigation of the crash revealed southbound I41 traffic to be slowed and stopped in the area of the crash scene as a result of the construction zone on I41 southbound approximately 2 miles south of the crash location. The truck and trailer was stopped in the right/slow lane of traffic when the car failed to stop and rear ended the cattle trailer. Inattentive driving on behalf of the female operator is the contributing factor of the crash.

To assist with safety of all those on scene, both lanes of I41 southbound were closed for approximately 70 minutes. During that time all southbound traffic was diverted onto Hwy 28 with the assistance of the Wisconsin State Patrol. Approximately 35 minutes later both lanes of traffic where opened and the scene was clear. Kewaskum and Kohlsville Fire and Rescue assisted with operator injuries, as well as West Bend Intercept.

Subject:   Town of West Bend House Fire (16-35006)

On Monday September 26, 2016 at approximately 8:18 a.m., the Washington County Sheriff’s Office was notified of a house fire located in the 4900 block of Eagle Lane in the Town of West Bend. The caller reported that an 18 year old family member was trapped in the basement. Deputies and firefighters from the West Bend Fire Department were subsequently dispatched to the scene. Upon their arrival, first responders observed a moderate amount of smoke emitting from the single family home. Assisting the West Bend Fire Department were the following departments: Allenton, Boltonville, Germantown, Hartford, Jackson, Kewaskum, Kohlsville, Newburg, Saukville, Slinger, and St. Lawrence.

A preliminary investigation revealed the following: At the time of the fire, the single family residence was occupied by five immediate family members ranging in age from 54 to 12. Shortly before 8:18 a.m., a 24 year old son was awoken to some type of explosion. Upon investigating the source of the explosion, he discovered heavy smoke and fire coming from the basement. He was able to alert and evacuate everyone from the residence, except for his 18 year old sister (who was believed to be in the basement). He exited the residence and attempted to alert his sister by breaking an exterior basement window. He confirmed that she was still inside the basement and responded to a neighboring residence to call 911. Within approximately eight minutes of their arrival, two West Bend Fire Fighters were able to locate the 18 year old woman and extricate her from the basement. She was subsequently transported via ambulance to St. Joseph’s Hospital in the Town of Polk, and later to St Mary’s Burn Center in Milwaukee for further monitoring. Thanks to the efforts of these two firefighters, her injuries appear to be minor and non-life threatening. The 24 year old brother was also transported to St. Joseph’s Hospital via ambulance for minor cuts to his hands and arms. No firefighters were injured.

The exact cause of the fire remains under investigation, but it does not appear to be suspicious in nature. Damage to the home and contents was estimated at approximately $300,000.00. The Red Cross was requested to the scene to assist the family. Eagle Lane south of Starlite Drive was closed for approximately 4 hours to facilitate firefighting, overhaul, and investigative functions.

Subject:     Fraudulent Wire Transfer Investigation Update

The Sheriff’s Office continues to investigate the June 16, 2016 fraud investigation which resulted in the transfer of $87,760.00 from a Washington County bank account to other criminal bank accounts. Washington County Sheriff’s Office investigators worked closely with Washington County’s primary commercial banking institution to initiate a fraud recall on a portion of the funds that remained in the illegitimate accounts.  As a result of this effort, $32,163.76 was returned to Washington County on September 15, 2016. The criminal investigation into the matter remains active.

Subject: Emergency Plane Landing (16-34324)

On Tuesday September 20, 2016 at approximately 10:17 a.m. the Washington County Sheriff’s Office was notified of a plane that had landed on CTH H just west of Lover’s Lane in the Town of Farmington. The caller indicated that no crash had occurred and that nobody was injured. Deputies were subsequently dispatched to the scene.

Upon Deputies arrival, the pilot had already positioned the plane off the roadway and onto a farm access drive. He was uninjured. The pilot, a 77 year old Jacksonville Florida man, indicated that he recently purchased the aircraft from a subject in Door County, Wisconsin. He departed Ephraim-Gibralter Airport in Ephraim, Wisconsin this morning at approximately 8:22 a.m., and was en-route to Joliet, Illinois. The pilot was scheduled to stop at the West Bend Airport for re-fueling. The pilot indicated that the plane experienced a mechanical problem that resulted in a loss of power. As a result, the pilot was forced to land the plane on CTH H (westbound).

The plane is described as a Rans S6-ES amphibious/land experimental aircraft. Its wingspan was estimated at approximately 34 feet. The plane received no damage as a result of the landing, and no other vehicles or structures were involved. The FAA was apprised of the situation, and the plane was removed from the scene by a local towing company. The plane will be transported to the West Bend Airport were the pilot can finish any necessary repairs and resume his flight.

The incident remains under investigation by the Sheriff’s Office and no further information will be released at this time.

Subject: Village of Richfield House Fire (16-34188)

On Monday September 19, 2016 at approximately 8:18 a.m., the Washington County Sheriff’s was notified of a house on fire located at 3252 Prairie Hollow Drive in the Village of Richfield. Deputies and firefighters from the Richfield Fire Department were subsequently dispatched to the scene. Assistance was also requested from the Germantown, Hartford, Jackson, and Slinger Fire Departments, and Lifestar Rescue.    

Upon their arrival, Deputies and Richfield firefighters observed the residential owner attempting to extinguish a large fire that was emitting from the attached garage. Firefighters were quickly able to bring the fire under control, while emergency medical personnel tended to the homeowner who sustained very minor injuries during his efforts to control the fire. The homeowner was not transported to the hospital and no firefighters were injured as a result of the fire. Fire/smoke damage to the home and contents was estimated at approximately $125,000.00.

Prairie Hollow Drive at Mayfield Road was closed for approximately 1 hour to facilitate firefighting operations. A Wisconsin State Patrol Trooper assisted with this closure. The matter remains under investigation by Sheriff’s fire investigators, however the cause of the fire does not appear to be suspicious.

Subject: Fatal Motor Vehicle Crash (16-33786)

On Friday September 16, 2016 Washington County suffered its tenth traffic fatality of the year. At approximately 11:17 a.m. the Washington County Sheriff’s Office was notified of a single vehicle roll-over style accident on I41 southbound approximately .1 miles south of CTH FD/Pioneer Rd. in the Village of Richfield. Deputies and personnel from the Jackson Fire Department were subsequently dispatched to the scene.

Upon arrival, Deputies observed a badly damaged SUV located in the grassy area just west of the CTH FD/Pioneer Rd. on-ramp to southbound I41. The operator and sole occupant was pronounced deceased at the scene by the Washington County Medical Examiner’s Office. The operator was identified as a 35 year old City of Hartford man.      

A preliminary investigation into the cause of the crash indicates that the decedent’s vehicle had been southbound on I41 in the right lane, when it rapidly approached other southbound vehicles which were reducing speed due to a construction related lane closure ahead. In an apparent attempt to avoid striking the vehicle in front of him, the decadent swerved and subsequently lost control of his vehicle. The vehicle entered the grassy area between I41 southbound and the on-ramp causing the vehicle to roll several times, ejecting the operator. It was determined that the decedent was not wearing a safety belt.            

The on-ramp to I41 southbound from CTH FD/Pioneer Rd. was closed for approximately 1.5 hours, and the right lane of I41 in the area of the crash was closed for approximately 1.25 hours, both to facilitate rescue and clean-up efforts. A Wisconsin State Patrol Trooper also assisted as the scene with traffic control.

At this time the accident remains under investigation by the Sheriff’s Office, and the victim’s name is being temporarily withheld pending notification of family.

On Thursday September 15th, 2016 at approximately 10:30 am, a utility company employee notified the Sheriff’s Office that he had discovered a body in a tree/brush line some distance off of Hwy 83 in the Town of Erin.  The body was tentatively identified as a 49 year old Town of Erin man who was last seen on June 5th, 2016.  He was reported missing to the Sheriff’s Office by a close friend on June 6th, 2016.  An investigation revealed he was possibly despondent to some degree, and no foul play is suspected at this time.

Subject:    Injury accident on County Highway D (16-33620)

On Wednesday, September 14, 2016, at 6:45PM, the Washington County Sheriff’s Office was notified of a single vehicle accident located on County Highway D at the railroad tracks west of Highway 41. Deputies, and rescue personnel from Allenton and Kohlsville Fire Departments were dispatched to the scene.

Two 17 year old women, one from Juneau, and one from Kewaskum, were the occupants of the vehicle that had gone off road striking a railroad crossing standard. Flight For Life was dispatched to the scene, and transported the driver of the vehicle to Children’s Hospital, with unknown injuries. The driver had been trapped in the vehicle and required extrication. The passenger was transported to Aurora Medical Center in Hartford with minor injuries. 

Due to repair of the railroad crossing standard, County Highway D will remain closed until morning hours of 9-15-16, between Nenno Rd and Nickel Ln. 

A preliminary investigation into the cause of the accident revealed that the vehicle had begun to skid across lanes of travel in a curve just west of the railroad tracks. Speed is believed to be a contributing factor to the cause of the accident.

Subject: Town of Farmington House Fire (16-37306)

On Friday October 14, 2016 at approximately 4:43 p.m., the Washington County Sheriff’s was notified of a house on fire located at 2039 Whitewood Drive in the Township of Farmington. Deputies and firefighters from the Boltonville Fire Department were subsequently dispatched to the scene. Assistance was also requested from Fillmore Fire Department.    

Upon their arrival, Deputies and Boltonville firefighters observed smoke coming from the lower level of the residence. Firefighters were quickly able to bring the fire under control, but the home sustained significant smoke damage. The homeowner was able to evacuate herself, her 2 daughters and the 2 family dogs, with no reported injuries. It is estimated that the home sustained $150,000 in damage.

Whitewood Drive at Hy 144 was closed for approximately 1 hour and 30 minutes to facilitate firefighting operations. The matter remains under investigation by Sheriff’s fire investigators, however the cause of the fire does not appear to be suspicious.

On Friday November 11, 2016 at approximately 8:10 a.m., a Village of Richfield resident located in the 700 block of Hillside Road, contacted the Sheriff’s Office to request an ambulance for a male subject reportedly hit in the head by a log. Deputies and Rescue personnel from the Richfield Fire Department were subsequently dispatched to the scene. Upon their arrival, rescue personnel were directed to a nearby wooded area, and subsequently located a 65 year old Oconomowoc man with a significant head injury. Due to the nature and mechanism of his injury, rescue personnel requested Flight for Life to the scene.

Deputies facilitated Flight for Life’s landing near the intersection of Hillside Road and Meadow View Court. The patient was then brought to the landing zone via a Richfield ambulance. Hillside Road in the area of Meadow View Court was closed for approximately 15 minutes to facilitate Flight for Life’s landing and takeoff. The man was subsequently flown to Froedert Hospital in Wauwatosa.     

An investigation revealed that the Oconomowoc man and his wife were on the property cutting firewood. In the process of cutting down a dead tree, a large branch broke off of the trunk, and struck the man who was standing below. While the man’s injuries are serious, they are not considered to be life threatening. There was no indication of foul play.

On 12-21-2016, talk radio host Mark Belling broadcast a segment on the case of convicted sex offender Terry Olson.  Unfortunately, information important for area residents to know was omitted, or presented inaccurately.  This press release will attempt to correct that.

I believe residents near the proposed placement property, Town Board members, and school officials have a good understanding of the situation.  I believe this because on Monday night, the Town Liaison Deputy and I briefed the Town Board and met with seven concerned citizens to discuss the situation.  I found them all to be intelligent people concerned about the safety of their neighborhood.  In a rational manner we discussed the offender, and the process that is underway for his supervised release to the community.  We also discussed the Sheriff’s Office report on the property and neighborhood which was sent to the WI Dept. of Health Services Monday morning.  In that report I strongly oppose the placement of the offender at the residence.

The radio segment also presented information in a way that a listener could assume placement of the offender at that residence is a final decision and will happen immediately.  That is not the case.  If the Dept. of Health Services believes they can develop a credible plan for the offender at this address, they have to present the plan to Judge Gonring.  To my knowledge they have not recommended this property as the one for placement at this time.  Judge Gonring will make the final order about placement.

It should be noted, Judge Gonring already ordered placement at a residence in Fond du lac County.  He then suspended that decision to ensure due diligence was done in looking for a residence in Washington County.   I doubt this particular residence will be appropriate.  If no appropriate release plan, that includes a residence in Washington County, can be found, he may reinstate his original order.  I could be wrong, but this doesn’t appear to be an impending release. 

Additionally, when I withhold protected HIPPA information, it’s to protect the taxpayers from losing a law suit and having to pay a sex offender a court ordered award with taxpayer money.  In my conversations with residents, it was quite obvious they knew the residence, the offender name and his past history.  Those active citizens can spread the information at will, without risk of a law suit.  At this point however it’s mute.

Subject:    Pole Barn Fire (16-45791)

On Sunday December 18, 2016 at approximately 7:54 a.m., a passerby notified the Washington County Sheriff’s Office of a pole barn that was on fire in the 4500 block of Hillcrest Dr., Town of West Bend. Deputies and firefighters from the Allenton Fire Department were subsequently dispatched to the scene.  Assistance was also requested from the Hartford, Jackson, Kewaskum, Slinger, St. Lawrence, and West Bend Fire Departments.  Upon their arrival, heavy smoke was observed emanating from the structure.  The fire was quickly brought under control, however, bitter cold temperatures and building construction type made overhaul operations difficult.

An investigation revealed that the fire likely started in an area where a tractor was parked. While the exact cause of the fire remains undetermined, is not considered to be suspicious. There were no civilian or firefighter injuries as a result of the fire.  Damage to the structure and it’s contents was estimated at approximately $100,000.00.         

Hillcrest Drive between STH 144 and Nabob Drive was closed to through traffic for approximately 3.25 hours to facilitate overhaul and clean-up operations. Southbound traffic on STH 144 in the area of Hillcrest Drive was also restricted to facilitate the staging of fire apparatus.

On Monday December 12, 2016 at approximately 7:26 p.m., the Washington County Sheriff’s Office was notified of a house on fire located at 131 Kohler Drive in the Township of Farmington. Deputies and firefighters from the Fillmore Fire Department were subsequently dispatched to the scene. Assistance was also requested from Boltonville, Newburg, Kewaskum, Jackson, Waubeka, Silver Creek, and Fredonia Fire Departments

Upon their arrival, Deputies and Fillmore firefighters observed smoke and flames coming from garage. Firefighters were able to bring the fire under control, but the garage sustained extensive damage, and the living quarters sustained smoke damage. The two vehicles that were parked in the garage were a total loss. The homeowner’s was able to evacuate themselves and the two children from the residence with no reported injuries. It is estimated that the home sustained $100,000 in damage.

Kohler Drive was closed for approximately 2 hours to facilitate firefighting operations. The matter remains under investigation by Sheriff’s fire investigators, however the cause of the fire does not appear to be suspicious.

Subject:         Emergency Medical Dispatching

Effective today, the Washington County Sheriff’s Office began using Emergency Medical Dispatch (EMD) protocols within our Communications Center. Emergency Medical Dispatch is the practice of utilizing trained and certified personnel to receive and manage requests for emergency medical responses. It is an enhancement to what is already being done by communications officers to assist in determining the nature and priority of the call, dispatch the appropriate response and then provide the caller with appropriate instruction to assist the patient until responding EMS units arrive.  The program is meant to formalize and standardize the existing process.

The dispatcher’s response is based upon an approved emergency medical dispatch protocol reference system that runs independently from the computer system used for dispatching emergency medical services.  The independent structure eliminates any delay that integrated systems can intrinsically have between the time of the 911 call and the dispatching of emergency medical services. The addition of this protocol is meant as an enhancement to public safety by allowing Emergency Medical Dispatchers to provide systematic guidance to callers as first responders are simultaneously sent to the scene.

All Washington County Communication Officers have completed the EMD certification course and will recertify every two years. Part of this certification process involves call assessment using live scenario based training and subsequent evaluation.  A quality assurance process is also used to ensure that proper protocols are being followed after the initial call, and confirm that all parties calling in for assistance are offered the same level of service.

The Emergency Medical Dispatcher has been recognized, and proven to be, an essential component of an effective EMS systems. Proper and timely training, as well as a sound Medical Protocol, help EMDs deliver quality care to the calling public with emergency medical needs.  The Sheriff’s Office is pleased to add this component to our Communications Center.

Through the end of November of this year, the Washington County Sheriff’s Office Communications Center has answered 20,067 emergency 911 calls.

Subject:         Multi Vehicle Crash (16-43919)

On December 4, 2016 at 9:54 a.m. the Washington County Sheriff’s Office was notified of a multi-vehicle crash on I41 at Cedar Creek Rd. in the Town of Polk. Sheriff’s Deputies and rescue personnel from the Slinger Fire Department and Lifestar Rescue were subsequently dispatched to the scene.  

An on-scene investigation revealed the following: A northbound vehicle driven by an 18 year old Neenah woman lost control and struck a northbound guardrail. A second northbound vehicle, driven by a 24 year old Manitowoc woman, attempted to avoid this collision, lost control, slid through the grassy median, and entered the southbound lanes. She was subsequently struck by a southbound vehicle driven by a 33 year old South Milwaukee woman. A fourth vehicle, driven by a 75 year old Glendale woman, swerved to avoid the southbound collision and struck a southbound guardrail. Two of the drivers were transported to area hospitals by ambulance for what is believed to be non-life threatening injuries. A thin layer of snow/slush was beginning to accumulate on the roadway at the time of the crash.

I41 southbound between STH 144 and STH 60 was closed for approximately 1.5 hours to facilitate rescue and clean-up efforts. The detour utilized STH 144, STH 175 and STH 60 in the Village of Slinger. The Sheriff’s Office received assistance at the scene from the Wisconsin State Patrol, Slinger Police Department, and Washington County Highway Department.  

Driving too fast for conditions appears to be the main contributing factor. However, the matter remains under investigation by the Sheriff’s Office.
