Subject:     Structure Fire, Case # 2020-1303

 On Friday January 10, 2020 at approximately 11:46 am the Washington County Sheriff’s Office received a report of a garage fire on Hillside Rd in the Town of Polk. The caller reported that smoke and flames could be seen coming from the chimney area of the roof.

The Slinger Fire Department was paged and quickly upgraded the structure fire to a working still level. The following Fire Departments responded to assist with equipment: West Bend, Allenton, St. Lawrence, Jackson and Lifestar Rescue. Deputies from the Washington County Sheriff’s Office responded and upon arrival of the first deputy the structure was found to be unoccupied with smoke coming out of the roof line.

Upon arrival of the Slinger Fire Department the structure fire was quickly brought under control, containing the fire to a portion of the structure near the chimney. Hillside Road was closed for approximately two hours to assist in firefighting efforts. There were no reported injuries to fire personnel as a result of the fire. There is no damage estimate at this time.

On Wednesday, January 1, 2020, at 1:34 AM, the Washington County Sheriff’s Office was notified of a garage that was on fire at 5871 Parkview Dr. in the Town of Hartford, Washington County. All of the residents evacuated the home.

Washington County Sheriff’s Deputies arrived along with Wisconsin State Patrol and Hartford Police to find the attached garage on fire. The fire then spread to the house. Personnel from the following fire departments responded: Hartford, Allenton, Ashippun, Hustisford, Jackson, Neosho, Richfield, Slinger,     St Lawrence, Woodland, as well as Lifestar Ambulance and the Red Cross. Firefighters extinguished the fire.

The cause of the fire remains under investigation. No one was injured, and the estimated amount of damage is unknown.

The Washington County Sheriff’s Office is seeking help from the public regarding an armed carjacking.

The incident occurred today between 5:07 and 5:12 p.m. on southbound Interstate 41 at the STH 167/Holy Hill off-ramp. The main suspect stood directly behind a silver older, possibly 1970’s, 4-door Buick LeSabre in rough condition blocking any potential view of the license plate. The suspect had a gas can and was acting as if he ran out of gas and the trunk of the vehicle was open.

The main suspect was described as a white male, 6’00” 200 lbs. wearing a grey hoodie, blue jeans, dark sunglasses and black work boots.

The victim, a 57-year-old Muskegon Michigan man with local ties to Washington County, pulled over in front of the suspect’s vehicle to help. The suspect approached the passenger side of the victim’s truck, opened the door, pointed a handgun at the victim and ordered him out.   As this was occurring, the silver Buick fled southbound on Interstate 41.

Sheriff Martin R. Schulteis said of the crime, “Criminal predators like this need to be held accountable for their actions. The sheriff’s office will be utilizing all resources available to us. In this case a firearm was pulled on an innocent victim who was only trying to be a Good Samaritan to the very individuals that wronged him. We want to ensure these individuals do not victimize anyone further and that is why we are asking for the public’s help.”

The sheriff’s office is encouraging any citizens that may have information and were in the area at the time of the carjacking to contact the sheriff’s office.   The sheriff further stated, “With the proliferation of dash cameras in vehicles it is possible a citizen has critical footage that could clear this disturbing case. We want to alert the public before that footage may be gone.” Anyone with information is encouraged to contact the Washington County Sheriff’s Office at 262-335-4420.

The victim’s vehicle is a silver 2016 Dodge Ram with a Wisconsin tag of LB4966. If you see this vehicle do not confront the driver and call 911.

Case:               Weekend OWI Arrests

A priority of Washington County Sheriff’s Deputies is to always remain vigilant on patrol to ensure that they are doing their part to keep Washington County a safe and secure community. One of the many ways this can be accomplished is through aggressive enforcement of Operating While Intoxicated laws while partnering with community members to identify potentially dangerous drivers on the roadways.

Washington County Sheriff’s Deputies made 7 arrests just this weekend for Operating While Intoxicated violations. These arrests included two first offenses that were involved in motor vehicle accidents, a third offense OWI that was also arrested for a domestic abuse incident that occurred in the car, as well as a 5th and 6th offense OWI.

A 58-year-old Town of Jackson man was arrested for his 5th offense OWI and bail jumping after he passed out in his car on the side of the road outside his residence. We appreciate that a concerned passerby reported the vehicle to authorities after they saw a leg sticking out of the car and checked on his condition. The suspect told deputies that he had just gotten back from a local restaurant where he had purchased ice cream drinks and had fallen asleep in his car. He also had two bottles of vodka on the passenger seat and according to a preliminary breath test was over 4 times the legal limit. He is currently out on bail after being arrested for his 5th offense OWI less than 6 weeks ago.   If convicted of both offenses he would have 6 prior OWI arrests. He remains in custody at the Washington County Jail.

A 49-year-old Milwaukee woman was arrested for 6th offense OWI after being stopped for speeding and failing to maintain her lane in the Village of Jackson. She refused to consent to the blood test and a search warrant was obtained. She was also arrested for possession of THC and drug paraphernalia after a pipe and gummy bears containing THC were located in the car. She also remains in custody at the Washington County Jail.

Washington County Sheriff Martin Schulteis said, “It deeply disturbs me to see this number of arrests made over a single weekend by our agency alone. It is important that people know that you may get away with driving impaired for a time, but eventually, your time will come. I am proud of the work that my deputies are doing out there to keep the roadways safe and I am thankful no one was injured in any of our cases this weekend.”

A 42-year-old Village of Jackson man was charged with possession of fentanyl and obstructing justice in Washington County Circuit Court today following his arrest this weekend in the Town of Jackson. The Washington County Sheriff’s Office received a report of a vehicle in the ditch on Maple Road south of Sherman Road in the Town of Jackson around 1:00 am on Sunday morning.

A Washington County Sheriff’s Deputy arrived in the area and located two men. One of the men provided law enforcement false identifying information. Deputies were able to figure out his proper identity and learned that he had an active warrant out for his arrest as well as the fact that he was on probation in the State of Wisconsin for a prior felony drug conviction.   The investigation revealed that both men were in the car at the time that it went into the ditch. A third person who was not on the scene claimed to have been the driver of the car at the time it went into the ditch. The suspect that had provided false information was arrested and searched and then transported to the Washington County Jail.

Upon arrival at the jail, he was searched again and placed in a holding cell until he could be formally booked. An attentive corrections officer noticed that the suspect was lying in the cell covered with a jail blanket.   He entered the cell to investigate and observed a white powder on the blanket as well as on the suspects face near his nose. A clear plastic with fentanyl fell out of the blanket. The cell was immediately isolated to prevent the further spread of the deadly substance. An in-depth search of his jeans revealed that he had a small secret compartment on the inside of his jeans near the zipper which he had made in order to conceal illegal drugs. West Bend paramedics transported the suspect to the hospital where he was treated and released back to the jail to face his charges. Washington County Sheriff Martin Schulteis commented on the challenge that his staff faces each day on the streets and in the jail and reiterated his agencies committed to providing a safe and secure community throughout all of Washington County.

Sheriff Schulteis said, “Fentanyl is a substance that threatens us all within this community.   It does not matter if you knowingly ingest it or accidentally come into contact with it. Exposure to Fentanyl frequently results in death. This case provided another example of the steps criminals will take to try and conceal dangerous substances from law enforcement. Our corrections staff works hard every day to try and keep these substances out of our facility. In this case, they unknowingly exposed themselves to this deadly substance while they were making sure the inmate was okay. I am grateful for my staff that diligently pursues those that choose to use and sell fentanyl and other deadly substances within Washington County and my promise to the community is we will continue to fight hard every day to keep Washington County a safe and secure community.”

Case:              Grain Dryer Fire 20-4630

On Tuesday, February 4, 2020, at 4:05 PM, the Washington County Sheriff’s Office was notified of a grain dryer silo fire, at Farmers Grain and Feed at 6865 Spruce Ct. in the Town of Addison, Washington County.

Washington County Sheriff’s Deputies responded to a report of a silo fire. Personnel from the following fire departments responded: Allenton, St. Lawrence, Hartford, Slinger, Iron Ridge, Kohlsville, West Bend, Jackson, Theresa, Mayville, and Lifestar Ambulance. Firefighters extinguished the fire. The fire was contained to the grain dryer silo bin. The grain bin was emptied during fire suppression efforts. Fire suppression lasted approximately two hours. The cause of the fire is unknown and remains under investigation by the Allenton Fire Department.  

No one was injured. Approximately $90,000 worth of soybeans were lost. Approximate value for a replacement grain dryer is $100,000.

COVID-19 Stimulus Scam Warning

In the next several weeks the United States Government will be sending stimulus money to a significant amount of Americans. Logistical details are still being worked on however we know that the Internal Revenue Service will transfer your money utilizing direct deposit into your bank account.

The Washington County Sheriff’s Office wants to take this opportunity to caution people about the increased potential of scammers. These criminals look to prey on the vulnerable. The COVID-19 pandemic and subsequent shutdowns have left many people highly exposed. Many americans are struggling financially and isolated from the general public and will be receiving stimulus money in the near future. These are perfect conditions for criminals looking to take advantage of the crisis.

There are a few important things to know that will allow you to protect yourself:

  1. The government will not ask you to pay anything upfront to get this money. No fees. No charges.

     

  2. The government will not call or email to ask for your social security number, bank account or credit card number. If anyone calls you asking for this information it is a scam.

     

  3. Anyone who tells you that you can get the money now is a scam.

     

  4. The government will not direct you to a grant website to collect the funds and any website claiming to get you your stimulus funds faster is a scam.

 

These scammers can come across as very convincing. It is important to not disclose any personal information over the phone or by email. If something sounds too good to be true, it is. Legitimate businesses do not take payment for any good or service by utilizing gift cards. If someone is asking for payment by gift card, it is a scam. If an unknown person is asking for money to be wired to them, it is a scam.

Yesterday, Wisconsin Governor Tony Evers announced his intention of issuing a “Safer at Home Order” to the people of Wisconsin in an effort to combat the COVID-19 pandemic.  Earlier today he released the actual details of his order.  Law enforcement leaders throughout Washington County have been working together over the past several hours reviewing and interpreting what it means to the people of the great State of Wisconsin and specifically to the people of Washington County.  Numerous inquiries are coming into my office seeking guidance on what this order means to them.  Unfortunately, I do not have all the answers at this time as we were given the order at the same time you received it and are still working actively to fully understand the intended scope. I want to take a moment to share some of my thoughts.

My leadership direction that I give to all of my staff is as follows: “The Washington County Sheriff’s Office is dedicated to providing a safe and secure community through partnerships that build trust, proactively reduce crime/recidivism, minimize victimization and enhance the quality of life while protecting constitutional guarantees”.

During these difficult and unprecedented times some of our individual rights are certainly being restricted.  These rights are being restricted at the recommendation of medical health professionals for the greater good of all, so that others may live.  This is a community effort that requires collaboration and cooperation from all.  I ask the people of Washington County to voluntarily comply with the “Safer at Home Order” issued by Wisconsin Governor Tony Evers so that together we can get through these difficult times.  I understand and appreciate the great personal sacrifices being made to accomplish victory.  I internally struggle with this concept as a copy of the United States Constitution sits on my desk as a constant reminder of our foundation. It is not a document that gives us rights, it preserves them.

I am also here to assure you that the words in my leadership direction matter.  My staff and I are committed and dedicated to protecting your constitutional guarantees.  This order has not suspended the United States Constitution or the Constitution of the State of Wisconsin.  We are not under “martial law.”  You will not be stopped without reasonable suspicion that a violation of law has occurred.  This is the same standard that existed prior to this order.  You will not be detained or questioned as to why you are leaving your house or questioned as to if the purpose of your travels falls under the essential travel portion of the order.  

We will investigate and take enforcement action on blatant violations of this order that put our community at great risk.  We are asking for voluntary compliance with this order so we can move forward and defeat this enemy.  I want to end by thanking the people of Washington County for their compliance, understanding, and great personal sacrifice.  Like most law enforcement agencies, we have had to change how we operate during this pandemic.  I am here to assure you that the entire Washington County Sheriff’s Office is standing ready to protect and serve for you

The Washington County Sheriff’s Office is releasing the following information pursuant to WI Statute 301.46(2m) which authorizes law enforcement agencies to inform the public of a sex offender’s release when, in the discretion of the agency, the release of information will enhance public safety, awareness and protection. The individual who appears on this notification has been convicted of a sex offense. Further, his criminal history places him in a classification level which reflects a low potential to re-offend.

Kevin A. Holub will be released from prison on March 17th, 2020.  After his release he will reside at 1725 Cth NN in the Township of Jackson.  In 2010 Kevin A. Holub was convicted of Third Degree Sexual Assault. Kevin A. Holub will be on probation until March 29, 2021 and will be monitored closely by WI-DOC Division of Community. Kevin A. Holub will have numerous rules and restrictions to follow including wearing a live tracking GPS unit. The GPS monitoring unit will have exclusion zones setup alerting WI-DOC if there is a violation of the exclusion zones rules.  

This sex offender has served the prison sentence imposed on him by the courts. He is NOT wanted by law enforcement at this time. This notification is not intended to increase fear, but rather it is our belief that an informed public is a safer public.

UPDATE: Suspicious Death 20-009123

A 50-year-old Town of Kewaskum woman has been arrested for 1st-degree intentional homicide in the death of her 43-year-old husband during a domestic dispute.  The sheriff’s office was called to the home on Wednesday, March 11, 2020, at 9:20 a.m. after receiving a 911 call from the suspect.  The suspect was arrested at the scene without incident.  The deceased victim was located inside the home by the first responding officers. The preliminary investigation suggests he suffered a stab wound during the altercation.
 
The suspect is currently in custody at the Washington County Jail and the sheriff’s office will be requesting charges for 1st-degree intentional homicide once the investigation is substantially complete. 
 
Our office has been working closely with the Washington County District Attorney’s Office to maintain the integrity of the investigation and further details will not be available until the district attorney can review the entirety of the case.
 
The sheriff’s office would like to thank the Kewaskum Police and Fire Department, the Wisconsin State Patrol and the Washington County Medical Examiner’s Office for the assistance in this investigation.

The Washington County Sheriff’s Office is currently investigating a suspicious death in the Town of Kewaskum. The call came into the Washington County Emergency Communications Center at 9:20 a.m. this morning and the only person of interest is in custody. This is an active investigation and the Sheriff’s Office is confident there is not an ongoing threat to our community related to this incident.

The Sheriff’s Office remains committed to keeping our community informed, but due to the sensitivity of this evolving investigation we are not able to release further details without compromising the integrity of the process. We will release additional information on our social media platforms as we are able.

Subject:      Update to Carjacking Investigation 20-7835

When this incident was initially reported to law enforcement, time was of the essence to notify the public with the goal of potentially clearing the case.   This exigency precipitated the news release with the information available at the time. The sheriff’s office remains committed to this level of transparency with the public to enhance the safety of our community. 

As this carjacking investigation has evolved, our agency developed several inconsistencies with the victim’s account of events. Our office has exhausted considerable public safety resources over the past 45 hours to investigate this case, and the victim has now recanted his story indicating he made up the event for financial gain.

Sheriff Martin R. Schulteis stated, “The initial information rightfully upset people to think that a Good Samaritan could have been victimized like that.  What is equally distressing is the sociological impact this false allegation has given individuals to help others who truly need help.  The alleged victim in this case is now the suspect in an obstructing investigation.”

The sheriff’s office would still like to thank all the individuals that contacted our office to assist with the investigation.

Case:                Weekend OWI/Drug Enforcement

A Washington County Sheriff’s Deputy was on patrol around 2:00 am Saturday morning, when he observed a car traveling 30mph under the speed limit, southbound on I41 in the Town of Addison. The deputy stopped the car after it drove in and out of the ditch and then began traveling down the middle of the interstate.

As the deputy began approaching the car he noticed that the female driver was completely naked. He also observed a male passenger slouched down in the front passenger seat. The deputy ordered the passenger to show him his hands prior to approaching the window. The passenger raised his hands while still holding a marijuana pipe. Both occupants appeared to be under the influence of alcohol and drugs.

The driver indicated that she had left her house to bring her passenger home and “had not thought to put clothes on.” She also indicated she was doing it for “the thrill of it." She had left her residence in Juneau and was trying to get the passenger back to his Juneau residence. She was not sure where she was at the time of the stop. The deputy was able to find a sweatshirt for the driver to wear while field sobriety tests were given. The 29-year-old Juneau women was arrested for Operating a Motor Vehicle While Intoxicated. The passenger was cited for possession of marijuana and possession of drug paraphernalia.

While the first incident was being investigated an alert citizen witness called into 911 to report a vehicle that was heading towards the first traffic stop. They reported that the car had struck several construction barrels. That vehicle was stopped by a deptuy on I41 south of the other traffic stop.   A 28-year-old, Fond du lac man was arrested for 3rd offense Operating While Intoxicated as well as possession of fentanyl, possession of cocaine, and possession of drug paraphernalia.

Washington County Sheriff’s Deputies also arrested a 29-year-old, Neosho man for Operating While Intoxicated 2nd offense with a minor in the car after he crashed with his 7-year-old daughter in the car. This incident occurred on CTH 0 near STH 83 in the Town of Erin on Sunday afternoon. The suspect was believed to be suffering from an opiate overdose at the time of the crash based on good Samaritans statements at the scene. The suspect was also arrested for possession of fentanyl and drug paraphernalia. There were no major injuries as a result of the car accident.

Sheriff Martin Schulteis said, “We want the community to know that our officers are out actively pursuing those that choose to endanger the lives of others by driving impaired. These examples illustrate people showing an utter disregard for human life. We are thankful that no one was injured however the consequences could have been tragic. The Washington County Sheriff’s Office in partnership with observant citzens will continue to aggressively pursue justice on the roadways.”

On Monday April 27, 2020 at approximately 5:05 am the Washington County Sheriff’s Office received a 911 call reporting a house fire in the 6600 block of Arthur Road in the Town of Hartford.  The home owner reported that there was smoke and flames in the basement and the occupants were evacuating the residence. 

The Hartford Fire Department was paged and quickly upgraded the structure fire to a working still level.  Deputies from the Washington County Sheriff’s Office along with the Slinger Police Department responded to the residence to assist.  Upon arrival of the Slinger Police Officer it was determined that two of the residents had entered back into the structure in an attempt to put out the fire.  A short time later they exited the residence unharmed. 

The following fire departments responded to assist in fighting the fire; Slinger Fire, St Lawrence Fire, and Life Star Rescue.  The fire was quickly brought under control and damage was confined to the kitchen/living room area around the fireplace. There were no reported injuries to fire personnel as a result of the fire. 

An initial investigation revealed that the fire most likely started in the wall near a fireplace which was used the previous evening.  Arthur Road was closed for approximately two hours to assist in firefighting efforts.  Damage to the structure is estimated to be $95,000.

The Washington County Sheriff’s Office is announcing a breaking development in the child enticement incident that was reported to have occurred in the Village of Richfield near Whispering Ridge Drive and Scenic Drive on 5/8/20.  It was originally reported that a juvenile female was approached by a man who attempted to abduct her and then fled the area in a brown van. 

The Washington County Sheriff’s Office has been actively investigating this incident over the past several weeks. Over the course of the investigation, several inconsistencies in the juvenile’s story were identified by our agency.  Washington County Sheriff’s investigators confronted the juvenile with these inconsistencies today at the Sheriff’s Office.  The juvenile admitted that at no time did a man approach her and attempt to abduct her.  She reported that a male subject was walking down the road in her direction from a distance and that she believes she heard him say “come here.”  She said that she became fearful and ran from the area.  She admitted to fabricating the story to authorities.

 

There is no credible threat in this case.  The Washington County Sheriff’s Office is no longer looking for anyone or any vehicle in relation to this report.  We take all reports seriously and dedicate all necessary resources to the pursuit of justice.  We received an almost overwhelming response from the community in this case and all leads were looked into.  We are appreciative of the community response to this incident and are saddened by the fear, anger, and uncertainly that this report caused within our community.  If any good can come of it, it allowed many families to have important discussions with their children about real dangers that are out there and will hopefully initiate conversations about the importance of truthfulness. 

 

It is a crime to file a false police report in the State of Wisconsin.  However, in this case no criminal action will be taken based on the juvenile’s age and lack of prior contact with law enforcement.

Case:              Injury Accident on Hy 41 20-16516

 On Sunday, May 24, 2020, at 8:10 pm, the Washington County Sheriff’s Office was notified of a single vehicle accident located on Hy 41 northbound approximately a half mile north of Holy Hill Rd in the Village of Richfield. Sheriff’s Dispatch was also advised that the adult male driver was currently unconscious inside the vehicle and there was also a juvenile male passenger inside the vehicle.  Deputies and personnel from the Richfield Fire Department were subsequently dispatched to the scene.

 Flight for Life was requested to the scene.  After being treated by on-scene emergency medical personnel, the injured driver, a 19 year old City of Hartford man, was subsequently flown to Froedtert Hospital in Milwaukee with head, arm, and hip injuries. The injured passenger was taken to Froedtert West Bend to be examined for injuries.

 Highway 41 was briefly closed in both directions to facilitate Flight for Life landing, and Highway 41 northbound was closed for approximately one half hour for the crash investigation. The Germantown Police Department and Wisconsin State Patrol assisted on-scene.

 A preliminary investigation into the cause of the accident revealed that the man had been driving northbound on Highway 41 when he drove off the roadway to the right, striking the concrete base for an overhead sign. The crash remains under the investigation of the Washington County Sheriff’s Office.

A 41-year-old Milwaukee man who was arrested twice within a 24 hour period by Washington County Sheriff’s Deputies last week was formally charged in Washington County Circuit Court today. 

On 5/14 at approximately 10:00 pm the Washington County Sheriff’s Office received several 911 calls reporting that a car was traveling 30mph in a 70mph zone and was driving all over the road on I41 in the Town of Addison.  It is always particularly concerning when we receive multiple 911 calls about someone’s erratic driving.  Deputies quickly responded and stopped the car.  The driver was given field sobriety tests and arrested for OWI 3rd offense.  The suspect was believed to be impaired on illegal drugs. 

On 5/15 the suspect posted bond and was released from the jail.  At around 3:30 pm the Washington County Sheriff’s Office received another 911 call reporting the same vehicle was driving 80mph in a 55 mph zone and driving all over the roadway.  The vehicle was located by a Washington County Deputy on CTH H in the Town of Kewaskum where he was stopped in the roadway blocking both lanes of traffic.   The driver was once again found to be under the influence of narcotics and arrested for OWI 3rd offense.  He was booked into the Washington County Jail where he again posted bond and was released.

The man will appear in Washington County Circuit OWI Court later today to face these charges. This special court occurs once a week and was established several years ago in Washington County to ensure that multiple offense OWI offenders would be seen in court for their initial appearance within a week of their arrest.  This allows the court to set bond and establish any bail restrictions.  If convicted, one of the 3rd offenses will be changed to a 4th offense which is a felony in the State of Wisconsin. 

Washington County Sheriff Martin Schulteis said “it is terrifying knowing that there are individuals out there who simply do not get it.  This case is an example of someone who has no regard for the safety of others and needs to be held accountable to society for their complete inability to function within our community. Our goal at the sheriff’s office is to reduce victimization and enhance the quality of life for our citizens which is best accomplished through community partnerships.  In this case, numerous people called 911 to report this dangerous driving and possibly saved lives in the process.”

Case:                20-4347 Recovered Stolen Firearms

Washington County Sheriff’s officials recovered a significant number of stolen firearms during the execution of a residential search warrant late Tuesday night in the Village of Richfield. The search warrant was the culmination of a several-month burglary investigation conducted by sheriff’s investigators.

A 41-year-old Village of Richfield man and his 25-year-old girlfriend were taken into custody on Tuesday after they left their residence. At that point, a search warrant was served on the residence. In total, 20 firearms were seized, including 10 that had been taken from a residential burglary in the Village of Richfield. The other 10 were seized in conjunction with a narcotics investigation. Authorities also seized illegal drugs, stolen jewelry, and a John Deere Tractor that had been taken in another burglary from Portage County. A 37-year-old former roommate of the two other suspects was also charged in connection with these crimes. All three suspects were arrested on multiple felonies and will now face charges in Washington County Circuit Court.

In this case, we are grateful to be able to return a large number of these stolen firearms to their lawful owners. This was made possible by responsible gun owners keeping accurate records of their firearms. This illustrates the importance of maintaining good personal records of not only firearms but other personal articles.

Washington County Sheriff Martin Schulteis said, “This case is notable on multiple levels, first we were able to take a significant amount of firepower out of the hands of dangerous criminals, equally important we will be able to return that property back to the victims that these criminals preyed on and make them whole again and finally the people that committed these offenses will be held accountable for their crimes against our community.”

Case:                UPDATE : Possible Child Enticement

We are no longer looking to locate the specific van that we had requested the public's assistance in locating.  

Washington County Sheriff’s officials continue to actively pursue leads into the attempted child enticement that occurred on May 8th in the Village of Richfield. We had requested the public’s assistance in locating a brown van that had been seen in the neighborhood several days prior to the incident. On Sunday evening we received a tip from a citizen who saw the van in question in the City of Hartford. As a result, we were able to locate and identify the owner. The owner of the van is cooperating fully with the investigation and is not believed to be involved in the attempted child enticement. We would like to thank the public for their response and want to reiterate that we are no longer looking for the brown van that we had released surveillance footage of.

We are still actively looking for the suspect. The suspect vehicle is possibly an older model full-size or larger boxy style minivan, brown/tan van that was observed parked facing south on Scenic Drive prior to the incident. The suspect is described as a male white, pale skin, average height, slightly overweight, wearing long tan shorts, and brown crocs. He also had what the victim described as a raspy voice.

Case:                Possible Child Enticement

The Washington County Sheriff’s Office is seeking the public’s assistance with a possible attempted child enticement incident that occurred in the Village of Richfield on 5/8/20 around 4:00 pm. The incident was reported to authorities shortly after 4:00 pm on Friday afternoon.

The attempted child enticement occurred near the intersection of Whispering Ridge Drive and Scenic Drive in the Village of Richfield. A 14-year-old girl was walking home alone after hanging out with a friend for several hours in the subdivision's common area. The victim was walking west on Whispering Ridge Drive when she was approached from behind by a male who said: “come with me." The victim refused and the suspect repeated it in a louder voice. At this time the victim screamed and took off running to the closest house which happened to be a friend’s house. The suspect chased her for a short distance before turning around. The victim last saw the suspect jogging down Whispering Ridge Drive towards Scenic Drive. The victim had observed a full-size brown van parked facing south on Scenic Drive prior to the incident. It was described as being older and possibly having reflective window shades over the side windows. The suspect is described as a male white, pale skin, average height, slightly overweight, wearing long tan shorts, and brown crocs. He also had what the victim described as a raspy voice.

A van that possibly matched the description was seen in the area a couple of days prior. Pictures of that van can be found on our Facebook and Twitter pages. Washington County Sheriff officials would like to identify the operator of that van. We are also asking for people in the area to check their surveillance systems around the time of the incident and contact us with any possible leads.

We would like to extend our appreciation for the cooperation we have received already during this investigation and encourage people to be vigilant. We are utilizing all available resources in this investigation but it takes a community effort to ensure the safety of our residents.

The Washington County Sheriff’s Office is seeking assistance from the public in regards to an incident that occurred in the area of Hubertus Rd. and Plat Rd. in the Village of Richfield on June 15th at approximately 1:30 pm. 

An elderly female was approached by a male suspect who identified himself as a utility worker.  He told her that he would be installing a new electrical box on her property and led her to a secluded part of the property.  At that time a second suspect entered the residence and committed the burglary.  They also convinced the victim to pay them for driveway sealing which they did not complete. 

The suspects are described as possibly being white bilingual males.  They would be driving a white 4 door pickup truck with no known markings.

We are asking that people who might have had contact with these suspects on or around June 15th, or who might have surveillance footage capturing images of the suspects or their vehicle, to please contact the Washington County Sheriff’s Office at (262) 335-4420 or send an email to [email protected]

We also want to take this opportunity to notify the community that we have seen a number of similar incidents in southeast Wisconsin over the past year.  We are working closely with our law enforcement partners throughout the state.  We would like to encourage people to verify utility workers' identities before engaging with them.  Legitimate workers will have identification on them.  You can also check by calling the appropriate utility company and verifying the service call.  If you encounter a suspicious situation, you are encouraged to contact your local law enforcement agency. Case:              Suspicious Device 20-18011

On Saturday, June 6, 2020, at 7:55 PM, the Washington County Sheriff’s Office was notified of a suspicious device that a Village of Richfield resident located in her mailbox. Sheriff Deputies responded to the 6500 block of County Line Road to investigate. The device appeared to be some type of improvised explosive device or possibly a homemade firework. There was black charring inside the mailbox. The device was intact. The device was approximately 8 inches in length and had a diameter of approximately 1 inch. The device was tapered at one end. The wider end had what appeared to be a 1 inch wick sticking out. The device was wrapped completely in electrical tape. 

Out of an abundance of caution the Washington County Sheriff’s Office requested the assistance from the Milwaukee County Sheriff’s Office Explosive Ordinance Disposal (EOD).  Milwaukee County EOD responded to the scene and conducted an x-ray of the device. Milwaukee County EOD determined the device was a “sparkler bomb.”  This is best described as 8 sparklers wrapped in electrical tape. 

Any residents locating similar devices please notify the Washington County Sheriff’s Office for proper disposal. For safety reasons please do not manipulate the device.  A  Deputy can visually examine the device and then determine proper disposal.

On Saturday, June 6, 2020, at 6:08 PM, the Washington County Sheriff’s Office was notified of a garage fire, at 1140 Plat Road in the Village of Richfield, Washington County.

Washington County Sheriff’s Deputies responded to a report of a garage fire. Initial reports indicated that the residential area above the garage was occupied.  Sheriff Deputies arrived within minutes of being dispatched. Upon arrival on scene deputies verified that the residence was unoccupied. Deputies observed a lawn tractor fully engulfed in the driveway approximately one foot south of the opened overhead garage door. The fire started to spread to the garage, and the overhead door was on fire along with combustibles inside the garage. There was also a sedan parked approximately 5 feet south of the lawn tractor; the bumper on that vehicle was starting to melt. Deputies assisted in moving the sedan and also extinguished the fire with (4) squad portable fire extinguishers. Deputies entered the garage to extinguish the flames that were spreading quickly. Fire personnel arrived on scene and extinguished all hot spots and conducted overhaul to verify the fire did not reach the interior of the home. The fire was contained to the lawn tractor and the southwest interior garage. The fire did not breach the residential area of the structure. The cause of the fire is believed to be mechanical with the lawn tractor. The lawn tractor was operated by the homeowner approximately 15 minutes prior to the fire being observed by the homeowner.

Personnel from the following fire departments responded: Richfield, Allenton, St. Lawrence, Hartford, Slinger, Jackson, WE Energies, and Lifestar Ambulance. 

Two Deputies were evaluated for smoke inhalation. No civilians or fireman were injured. The structure and personal property fire/smoke damage is estimated at $50,000.

Case:              Inmate Death

Correctional officers conducting a routine cell check this afternoon discovered a 30-year-old male inmate non-responsive.  He was located with a bed sheet tied around his neck.  Correctional officers immediately began life-saving efforts on the individual and summoned help from on-site jail medical personnel as well as paramedics from the West Bend Fire Department.  Unfortunately, the advanced lifesaving efforts were not successful and the 30-year-old man was pronounced dead at the jail.  The inmate had spoken with a correctional officer less than 30 minutes before the discovery during another routine contact and appeared to be fine.

The deceased had been brought to the Washington County Jail the previous day after he was charged in a domestic abuse incident that occurred at his residence in the Town of Polk.  He also had an outstanding arrest warrant from the Wisconsin Department of Corrections for a probation violation.   He was scheduled to appear in Washington County Circuit Court later in the day to face additional drug-related charges.

Per policy, all new inmates are being held in a quarantine area where they are in individual cells and have no contact with other inmates.

Wisconsin State Statute 175.47 requires an outside agency to lead all investigations with officer-involved deaths.  This particular death investigation does not fall within that statute; however, in the interest of transparency, trust, and thoroughness, Washington County Sheriff Martin Schulteis is having the City of West Bend Police Department conduct the full investigation into this death.

Sheriff Schulteis extends his deepest sympathies on behalf of the entire Washington County Sheriff’s Office to the family and friends of the deceased.

Sheriff Schulteis said, “This is a tragic day for the family and friends of this young man.  I appreciate my staff who work tirelessly every day to maintain the safest possible environment within our facility and when these tragic incidents occur, it affects them deeply.   On behalf of all my agency, I would like to extend our sympathies to the family and assure the community that a comprehensive and thorough independent investigation is being conducted.”

The Washington County Sheriff’s Office is investigating a second residential burglary in the past several weeks involving criminals posing as laborers doing work at a residence and scamming their way into the victim’s house. 

The latest occurred on 7/13 at around 1:30 pm in the area of Hubertus Road near Friess Lake in the Village of Richfield.  The suspect vehicle in the latest burglary was described as possibly a gray-colored pickup truck pulling a wood deck utility trailer.  A middle-aged male white suspect who was described as a short and heavyset made contact with the elderly victim at her residence.  He began talking to her about how he had done work for her in the past and was looking to do some yard work.  While the first suspect was distracting the victim a second middle-aged heavier set male entered the house and stole personal items.

Sheriff Investigators are working closely with our law enforcement partners throughout southeast Wisconsin on these investigations, as similar offenses have been occurring throughout this region.  We are utilizing all resources available to bring these criminals that prey on the elderly to justice.  

We are asking our citizens to be diligent and report any suspicious behavior they observe. These criminals target elderly residents and confront the victims about doing work on their house.  This work is commonly in the form of driveway sealing or utility work.  If someone that you are not expecting arrives at your house to do work be extremely cautious.  You should secure your house and contact law enforcement if there is any question to the validity.

 On Tuesday, July 14, 2020, at 7:51 PM, the Washington County Sheriff’s Office was notified of smoke coming from a residence, at 1128 Country Highlands Dr. in the Village of Richfield, Washington County. All of the residents evacuated the home.

 Washington County Sheriff’s Deputies were dispatched along with personnel from the following fire departments: Richfield, Jackson, Germantown, Hartford, Allenton, Slinger, St Lawrence, Sussex, Cedarburg, Lisbon, Menomonee Falls, Merton, and Lifestar Rescue. Firefighters found the home to be on fire, and they extinguished it. Two dogs perished in the fire. Scenic Rd in the area of the fire was closed for several hours.

 The cause of the fire remains under investigation by the Washington County Sheriff’s Office. No one was injured, and the estimated amount of damage is unknown.

On July 5th, 2020, at 6:20 PM, the Washington County Sheriff’s Office was notified of a single vehicle motorcycle crash, on Hy 175 south of Pioneer Rd, in the Village of Richfield. Deputies responded along with the Richfield Fire Department.

A severely injured 57 year old City of Milwaukee man was found lying in the road way upon the arrival of deputies. Life saving measures were performed, but the man was pronounced dead at the scene, as a result of the crash.

Evidence indicates the motorcycle was being driven northbound on Hy 175, left the northbound lane onto the shoulder, and struck the guardrail. The crash is still under investigation but alcohol use is believed to be a contributing factor.

 On July 3, 2020, at 7:58pm, the Washington County Sheriff’s Office received a call of a man who had dove into Big Cedar Lake and had not surfaced. Big Cedar Lake PRD boat patrol responded along with Sheriff’s Deputies, and Wisconsin State Patrol. Allenton Fire Dept. and West Bend Intercept were dispatched to the address in the 5700 block of West Lake Dr, in the Town of West Bend.

 The 50 year old Wausau man was brought out of the water and lifesaving efforts were attempted on scene.  Ultimately, the man did not recover, and was pronounced deceased. 

 The case remains under investigation by the Washington County Sheriff’s Office and the Medical Examiner’s Office.

A 47-year-old Village of Slinger man and a 33-year-old Milwaukee man were federally indicted last week in United States District Court - Eastern District of Wisconsin for conspiracy to deliver several controlled substances. These charges are the culmination of a 12 month-long investigation that originated in the Village of Slinger.

The two men were stopped and arrested May 11th by the Wisconsin State Patrol in Waukesha County at the direction of a Wisconsin Department of Justice Division of Criminal Investigation Special Agent working in cooperation with the Washington County Drug Task Force and the Slinger Police Department.  During the traffic stop, $29,850 and two firearms (handguns) were seized.  The men were transported to the Washington County Sheriff’s Office for questioning and remained in custody at the Washington County Jail on various drug charges.

Following the arrest, two search warrants were obtained for the men’s residences in Slinger and Milwaukee. The search warrant in Milwaukee was served by the Division of Criminal Investigation and seized 288.3 grams of heroin, 56.2 grams of methamphetamine, 187 30mg-Oxycodone tablets, 355 grams of marijuana, $13,763 in U.S. currency and 12 firearms (handguns, rifles, and shotguns). The search warrant in Slinger was served by the Washington County Drug Task Force, with assistance from the Slinger Police Department, and seized 15.4 grams of crack cocaine, 1045.3 grams of marijuana, 99.4 grams of multi-colored/shaped pills which field tested positive for fentanyl, $22,004 in U.S. currency and two illegally possessed firearms (handguns).

Several seizures in Washington County during the investigation leading up to the arrest totaled an additional 43.43 grams of crack cocaine.

During the course of May 11th, six people in total were arrested for their involvement in this drug conspiracy. Four individuals remained in custody at that time and two others were subsequently released. The two indicted men were turned over to the US Marshalls and remain in federal custody pending trial. Follow up investigation continues with more indictments expected.

Sheriff Martin R. Schulteis responded to the investigation stating, “Multi-Jurisdictional investigations such as these demonstrate that criminal operations know no borders, and law enforcement seamlessly works together to hold those accountable that bring this poison into our communities; one badge, one mission.” The Washington County Drug Task Force is staffed by the Washington County Sheriff’s Office, the West Bend Police Department, the Germantown Police Department and the Kewaskum Police Department.

On Saturday, August 22nd, 2020, at 6:22 pm, the Washington County Sheriff’s Office was notified of a single vehicle roll-over accident located on Highway 41 northbound approximately a half mile south of Highway 60 in the Village of Slinger. Sheriff’s Dispatch was also advised that the adult female driver was currently unconscious inside the upside down vehicle. Deputies and personnel from the Slinger Police Department, Slinger Fire Department, and Lifestar Rescue were subsequently dispatched to the scene.

Flight for Life was requested to the scene.  After being treated by on-scene emergency medical personnel, the injured driver, a 22 year old City of Fond Du Lac woman, was subsequently flown to Froedtert Hospital in Milwaukee with head, arm, and chest injuries.

A single lane of Highway 41 northbound was closed for approximately one hour for the crash investigation.

A preliminary investigation into the cause of the accident revealed that the woman had been driving northbound on Highway 41 when she drove off the roadway to the left, struck a construction barrel, then went off the roadway to the right. The crash remains under the investigation of the Washington County Sheriff’s Office, impairment is believed to a factor.

 On Friday, August 7, 2020, at 5:33PM, the Washington County Sheriff’s Office was notified of a two vehicle, motorcycle and car, crash located at the intersection of County Highway NN at County Highway M in the Town of Jackson. Deputies responded along with personnel from Jackson Fire Department, West Bend Intercept, and Ozaukee County Sheriff’s Office. 

 Upon arrival, the injured motorcyclist, a 17 year old from Milwaukee, was located near the scene. Off duty medical personnel who were passing by helped with medical treatment. Flight for Life was requested and responded to Froedtert West Bend, in order to transport to Children’s Hospital. He has severe injuries. The driver and passenger of the car had minor injuries.    

 The crash remains under investigation, although preliminary investigation revealed that the motorcyclist had failed to yield for oncoming traffic.

On September 27, 2020, at approximately 2:25 a.m., the Washington County Sheriff’s Office was notified of a possible single vehicle accident on Highway 45 southbound, just north of the Interstate 41 merge in the Village of Richfield.  Upon arrival, deputies confirmed a single vehicle roll over crash.  Richfield Fire and Rescue responded. 

A 29 year old West Allis man was the operator of the vehicle.  He was determined to be deceased at the scene.  A 27 year old West Allis female was a passenger in the vehicle.  She was ejected from the vehicle.  Richfield Rescue provided aid on scene.  She was transported via Flight For Life to a local hospital with serious injuries. 

Initial investigation indicates the vehicle lost control and left the roadway.  It then overturned multiple times.  The crash remains under investigation.  State Patrol and their Technical Reconstruction Unit assisted with the investigation.  It appears alcohol and seatbelt usage were factors in this crash.  This is the 3rd traffic fatality investigated by the Washington County Sheriff’s Office in 2020.

On September 19, 2020 at approximately 10:38pm, the Washington County Sheriff’s Office was notified of a house fire at a single family residence in the 9100 block of Woodlawn Dr in the Town of Wayne.  The fire was reported by the homeowner who was the lone occupant of the residence.  The homeowner first reported observing smoke inside the residence after walking in from the garage.  The homeowner was able to safely evacuate the residence.

Deputies with the Washington County Sheriff’s Office responded to the scene along with Kohlsville Fire Department.  The fire department was also assisted by Kewaskum, West Bend, Theresa, Lomira, Allenton, Boltonville, St. Lawrence, Slinger, Knowles, and Eden Fire Departments.  Lifestar Rescue also responded to the scene. Woodlawn Dr was closed for approximately four hours during the investigation. 

There were no injuries to the homeowner or any personnel on scene as a result of the fire.  The residence sustained severe damage due to the fire, smoke, and water.  Preliminary damage estimates were believed to be around $200,000.

The cause of the fire remains under investigation by the Washington County Sheriff’s Office and the Kohlsville Fire Department however early indication points to the origin of the fire being unattended food cooked in a convection oven in the kitchen.

It is with heavy hearts that we announce retired Washington Co. Sheriff’s Office Drug Detection Canine “Gunner” (retired May 2019) passed away peacefully this morning surrounded by his loving family.

Canine Gunner joined the Washington Co. Sheriff’s Office in October 2009 and was paired with Detective Christopher Killey as his handler.  Canine Gunner retired from law enforcement service in May 2019 to live out the rest of his days with Detective Killey and family. Gunner and Detective Killey were an accomplished canine team responsible for countless drug seizures and numerous felony criminal arrests.  Gunner was a familiar presence at various civic organizations and children’s events where he enjoyed receiving playful pets during meet/greet opportunities.

While the Washington Co Sheriff’s Office canine program is funded through the annual budget process, it could not be the success that it is without the support we receive from the community.   A special thanks to the staff at West Bend Animal Hospital (West Bend), Lakeshore Veterinary Specialists (Port Washington), and Zoetis Pharmaceutical (NJ) for their loving care and dedication to Gunner’s health over his entire tenure. On September 8th 2020 at 10:24 PM the Washington County Sheriff’s Office was notified of a two vehicle crash that occurred on Cty Tk Z at Cty Tk NN in the Town of West Bend.  The initial caller reporting the incident was the driver of a northbound vehicle on Cty Tk Z and reported being involved in a head-on collision.  The caller indicated that she was experiencing difficulty breathing as a result of the crash.  A second caller later reported that the operator of the southbound vehicle was still inside the car and was unconscious.  Washington County Sheriff’s Deputies along with West Bend Fire and Rescue were dispatched to the scene. 

The first arriving deputy was on scene within minutes and found the lone occupant of the southbound vehicle was trapped in the car and unconscious.  It appeared that the southbound vehicle had traveled left of the center line and struck the northbound vehicle head on.

The accident remains under investigation by the Washington County Sheriff’s Office Accident Reconstruction Team.  The initial investigation revealed that the southbound vehicle had lost control in a curve on Cty Tk Z and struck the guardrail face on the west side of the roadway.  The southbound vehicle then operated left of center and struck the northbound vehicle head on.  The northbound lane of Cty Tk Z was shut down during the initial investigation and a full closure of the intersection was later required; lasting for approximately three hours.

The operator of the southbound vehicle, a 26 year old Village of Slinger woman, was transported to Froedtert West Bend Hospital by West Bend Rescue and later transferred to Froedtert Wauwatosa with critical injuries.  The operator of the northbound vehicle, a 63 year old Village of Slinger woman, was transported to Aurora Medical Center Grafton with minor injuries.

Speed and weather conditions were believed to be factors in the crash.

On Monday September 7, 2020 at 11:17 am the Washington County Sheriff’s Office Dispatch center received a 911 call reporting a bicycle crash with a serious head injury on Dublin Drive just west of County Road K in the Town of Erin.  Ambulances from the Richfield and Hartford Fire Departments responded to the scene along with Deputies from the Washington County Sheriff’s Office.  Upon arrival of the first rescue personnel Flight for Life was requested to the scene.

Deputies determined that the rider, a 29 year old male from Waukesha was traveling with other riders when he lost control of his bicycle after he struck a rock in the roadway at a high rate of speed.  The 29 year old male was transported by Flight for Life with serious injuries.  Dublin Drive was closed to traffic for approximately one hour to assist in rescue efforts.

The Washington County Sheriff’s Office has arrested a 34-year-old Town of Addison man in connection with the disappearance of a 30-year-old Village of Jackson man. Stephen Lombard was last seen by his mother leaving their residence in the Village of Jackson in the company of the 34-year-old Town of Addison man in the early evening of July 27th.

The Village of Jackson Police Department led the original missing person investigation and was later assisted by the Washington County Sheriff’s Office as well as the Wisconsin Division of Criminal Investigations.

The several-month, multi-agency, investigation revealed that on the night of July 27th, Lombard and the suspect were in the City of Milwaukee using illegal narcotics. It is believed that Lombard stopped breathing while inside the suspect’s vehicle. The suspect failed to seek medical attention for Lombard and he died of a probable drug overdose. The suspect drove around the City of Milwaukee for the next thirteen hours with Lombard’s body in the passenger seat. During that time, the suspect used the victim's debit card at several different locations.  It is believed that the suspect discarded Lombard’s body on July 28th in the early afternoon in the Allenton Marsh.  

On August 24th a body was recovered by Washington County Sheriff’s investigators in the Allenton Marsh off CTH W, north of CTH S in the Town of Addison, Information from the suspect led authorities to that location.  The remains are believed to be Lombard but DNA analysis will be required for positive identification.  An autopsy was completed and the results are pending.

Washington County Sheriff Martin Schulteis said “it is unconscionable to think that someone would have such wanton disregard for human life to not seek medical attention for someone in need.  It shocks the conscience to think that they would then drive around with the body for thirteen hours while emptying the victim’s bank account and eventually discarding the body like a piece of trash. No human being deserves that lack of dignity.  I am proud of the teamwork that was demonstrated by the Village of Jackson Police Department, the Wisconsin Division of Criminal Investigation, and from my staff at the Washington County Sheriff’s Office.  These investigators were passionate and unrelenting in finding answers for the Lombard family.  They put in long hours and utilized a significant amount of resources to find Steven and bring justice to his family.”

The Town of Addison man faces several felony charges as a result of this investigation and is expected in Washington County Circuit Court on Friday.  He remains in custody and his identity is being withheld pending formal charges.

Case:           20-33703 Serious Injury Crash

On October 18, 2020 at approximately 2:05 am, the Washington County Dispatch Center was advised of a motor vehicle crash at the intersection of Highway 145 and County Road Y (Goldendale Road) in the Town of Germantown.  Upon arrival, deputies and officers from the Germantown Police Department, located the crashed vehicle.  The vehicle crashed through a guardrail and rolled down a hill into a wooded area.  The driver, and sole occupant of the vehicle, was ejected from the vehicle and pinned under it.  Germantown Fire Department responded, and was assisted by Jackson Fire Department.  The driver was safely removed, and transported by Flight for Life to an area hospital.

Initial investigation indicates the vehicle was traveling northbound on County Road Y and failed to stop at the stop sign at the intersection with Highway 145 and crashed through the guardrail.  Alcohol appears to be a factor in this crash.  The roadway was closed for approximately 2.5 hours for extraction and vehicle removal.

Assisting agencies were the Germantown Police Department, Germantown Fire Department, Jackson Fire Department, Flight for Life, and WE Energies. 

The injured operator was identified as a 58 year old Oconto County man.  The crash remains under investigation by the Washington County Sheriff’s Office.

On October 11th, 2020 at approximately 8:10 pm, the Washington County Sheriff’s Office was notified of a house fire at a single family residence at 5544 County Road Q in the Town of Erin.  The residents advised that an active fire was coming from their basement. All three occupants of the home evacuated prior to emergency responder’s arrival on scene.

Deputies with the Washington County Sheriff’s Office responded to the scene along with the Richfield, Hartford, Jackson, and Slinger Fire Departments.  County Road Q between St. Augustine Rd. and Dieball Rd. was closed for approximately two hours during the investigation.

There were no injuries to the residents or any personnel on scene as a result of the fire.  The residence sustained significant damage due to the fire, smoke, and water.  Preliminary damage estimates were believed to be around $100,000.

The cause of the fire remains under investigation by the Washington County Sheriff’s Office and the Richfield Fire Department.

On Saturday, October 3, 2020, at 2:22 PM, the Washington County Sheriff’s Office was notified of a garage fire, at 4960 Morning Glory Drive in the Town of West Bend, Washington County.

Washington County Sheriff’s Deputies and the West Bend Fire Department responded to a report of a garage fire. Initial reports indicated that an attached garage was filled with black smoke. The residence is a single family 2 story home. The residence was occupied at the time of the fire. The occupants were able to evacuate safely. The homeowner was able to close all the garage doors to restrict the spread of the fire to the main residential area. Fire personnel arrived on scene and extinguished the fire and hot spots fairly quickly. Fire personnel conducted overhaul to verify the fire did not reach the interior of the home.

The fire was contained to the garage, however, the interior of the residence sustained smoke and water damage. Estimated structure damage is approximately $85,000. The origin and cause of the fire is under investigation by the West Bend Fire Department and the Washington County Sheriff’s Office.

Personnel from the following fire departments responded: West Bend, Jackson, Newburg, Kewaskum, Allenton, and Kohlsville. WE Energies assisted on scene. The American Red Cross will be assisting the displaced family.

The homeowner was evaluated on scene for smoke inhalation. No fire or police personnel were injured.

SUBJECT:           MOTOR VEHICLE CRASH (20-38161)

On Friday, November 27th, 2020 at 6:34 p.m., the Washington County Dispatch Center was notified of, and dispatched Deputies to, a motor vehicle crash with injuries in the area of the 6200 Block of Cty Tk in the Township of Erin.  Witnesses observed a male subject exit the vehicle and run from the scene.

Upon arrival, the vehicle was found unoccupied, and Deputies began searching for the male subject who fled.  At 7:44pm, a K-9 track was started in an attempt to locate the subject.  The K-9 tracked westbound in the ditch of Cty Tk Q for almost a mile where he lost the scent in a swamp. 

Shortly after 9pm, a Deputy heard a male subject yelling for help coming from the swampy area where the K-9 lost the track.  Based on the distress in the male’s voice, 2 deputies decided to enter the swamp in an attempt to locate the subject.  After almost 45 minutes of traversing through 400 yards of sometimes waist high water and mud, the 2 deputies finally located the male in distress. 

Fire personnel from both Slinger Fire Department and Hartford Fire Department, along with members of the Washington County Dive Team were summoned to assist with the extraction of the male.  After spending nearly 5 hours in the swamp the male subject was finally extracted and turned over to rescue personnel.  He was transported to an area hospital where he was evaluated with possible hypothermia.

The 2 deputies who initially located the subject were also transported and evaluated for possible hypothermia.

The male subject was determined to be the driver of the crashed vehicle.

A 19-year-old Milwaukee man remains in custody at the Washington County Jail Wednesday morning after being arrested on Tuesday for strong-armed robbery.  This arrest was related to an incident that occurred on Monday at Cabela’s in the Village of Richfield.  A City of West Bend man had made arrangements to sell a cellular phone over the internet.  Upon arrival, the suspect instructed the victim to go around to the passenger door of his car and deal with his passenger.  The passenger then forcibly grabbed the phone and the suspects took off at a high rate of speed.

The investigation by Washington County Sheriff’s authorities quickly revealed the identity of the suspect driver.  The following day the victim’s brother made contact with the suspect and arranged to purchase a cell phone at a Village of Jackson restaurant.

Washington County undercover deputies took over communications with the suspect and arranged a meet.

Surveillance and scene security were established in the area.  At around 1:00 pm on Tuesday, the suspect arrived at the restaurant and met with undercover deputies in the parking lot.  The suspect was safely taken into custody without further incident. 

The suspect told investigators that he sells empty cell phone boxes to victims which he has wrapped back up in an attempt to make them look like new phones.  He would place objects inside the box to make them feel real.

The cell phone that was forcibly stolen in the robbery was recovered at a City of Milwaukee Pawn Shop by investigators.  The phone box the suspect intended to sell to undercover authorities contained rocks and anti-heartburn medication.

Washington County Sheriff Martin Schulteis urges people to be cautious when arranging financial transactions with strangers.  “This is all too commonplace in our communities and there are small steps people can take to better ensure their safety. These transactions should be arranged to take place in public places such as law enforcement agency parking lots and people should not go alone.  Be cautious if a deal seems too good to be true as it most likely is."

Following these steps can help us reduce victimization within our community.  Schulteis went on to say, “prevention is key, however, when people are victimized in our community the Washington County Sheriff’s Office will deploy all necessary resources to help bring justice to them as demonstrated here.  I am appreciative of the team effort including the assistance of the victim and his brother which allowed for an expeditious arrest.” 

This case remains under investigation and the identity of the second suspect remains unknown at this time.

The Washington County Sheriff’s Office is releasing the following information pursuant to WI Statute 301.46(2m) which authorizes law enforcement agencies to inform the public of a sex offender’s release when, in the discretion of the agency, the release of information will enhance public safety, awareness and protection. The individual who appears on this notification has been convicted of a sex offense. Further, his criminal history places him in a classification level which reflects a low potential to re-offend.

Alex Hoffmann will be released from prison on Nov. 24th, 2020.  After his release he will reside at 1725 Cth NN in the Township of Jackson.  In 2010 Alex Hoffmann was convicted of 2nd Degree Sexual Assault of a Child. Alex Hoffmann will be on probation until Feb. 3rd 2027 and will be monitored closely by WI-DOC Division of Community. Alex Hoffmann will have numerous rules and restrictions to follow.

This sex offender has served the prison sentence imposed on him by the courts. He is NOT wanted by law enforcement at this time. This notification is not intended to increase fear, but rather it is our belief that an informed public is a safer public.

On November 19th, 2020 at 12:03 pm the Washington County Sheriff’s Office received notification that that a fire of unknown origin was in the ditch line on Erin Rd and was spreading quickly. Our dispatch personnel alerted deputies and area fire departments to respond. The fire was unable to be immediately contained due to its size. The fire eventually spread over an area estimated to be one square mile between Erin Rd, County Line Rd, Claire Ln, and Killarney Rd.

The following Fire Departments responded and successfully brought the fire under control: Ashippun, Neosho, Hartford, Merton, Western Lakes, Lebanon, Lake Country, Hustisford, Ixonia, Lisbon, Sullivan, Delafield, Clyman, and Reeseville. Troopers from the Wisconsin State Patrol and deputies from the Dodge County Sheriff’s Office also assisted on scene. There were no injuries to any law enforcement or fire department personnel.

Local residents were evacuated as a precautionary measure while the fire was being put out. No dwellings were harmed by the fire. Erin Rd in the Town of Erin was shut down for approximately five hours. The origin of the fire did not appear suspicious in nature.

On Thursday, November 12, 2020, at 8:16PM, the Washington County Sheriff’s Office was notified of a single vehicle crash located on St. Augustine Rd south of Elmwood Rd in the Town of Erin. Deputies responded along with personnel from Richfield Fire Department, Lisbon rescue, and Flight for Life.  

Upon arrival, the lone driver, a 17 year old male from the Village of Richfield, was located trapped in the vehicle. Fire and rescue personnel extricated the driver, who sustained a leg injury. Flight for Life was requested and responded to Plat Elementary school, in order to transport to Froedtert Hospital Milwaukee.     

The crash remains under investigation, although a preliminary investigation revealed  the driver had failed to negotiate the curve on St Augustine Rd.

CASE:             Assist Fond du Lac Sheriff’s Office (20-35390)

Early this morning at 1:51 a.m. the Fond du Lac County Sheriff’s Office requested assistance with a high-speed chase entering northern Washington County on I41.  The initial report indicated Fond du Lac deputes were chasing a Fox Valley area stolen vehicle at 110 mph southbound on I41.  Additionally the operator, who was later identified as a 23-year-old Wautoma man, allegedly “pistol whipped” a female passenger in the car during a domestic dispute that occurred somewhere along I41 north of Fond du Lac.

The male suspect stopped the stolen vehicle in the right lane of I41 north of STH 33. The female victim, identified as a 22-year-old from Wautoma, ran from the stopped vehicle towards law enforcement assistance.  Deputies then began negotiation with the suspect for his surrender. 

After 25 minutes of stalemate, the Washington County SWAT team was dispatched to the scene. 

Tactical negotiators attempted to gain the suspect’s compliance for over two hours with limited success and a tactical plan was then initiated, which included the use of two armored vehicles, to compel the suspect out of the vehicle. The suspect exited the vehicle before any physical force was used during final negotiations.  

The suspect is being held in the Washington County Jail on several charges including a parole violation related to an armed robbery charge, operating without owner’s consent, felon in possession of a firearm and failure to comply with a lawful order to surrender.  The suspect will also face additional charges outside of Washington County.  

Interstate 41 was closed for 3.5 hours during the standoff, and it was later determined the suspect stopped only because he ran out of gas.

I am delighted with the seamless cooperation demonstrated by agencies even outside Washington County. I am equally as pleased with the members of the Washington County SWAT team that brought this dangerous armed offender into custody without harming anyone.

The Washington County Sheriff’s Office would also like to thank the Fond du Lac County Sheriff’s Office, the Germantown Police Department, the West Bend Police Department, the Slinger Police Department, Allenton Fire Department and the Wisconsin State Patrol for the assistance in holding this dangerous criminal accountable for his actions.  

 

December Releases

NOTICE:

In compliance with the Seventh Circuit Court of Appeals’ decision in Senne v. Village of Palatine, 695F3d597 (7th Circuit, 2012), and the Driver’s Privacy Protection Act (“DPPA”), 18 U.S.C. §2721 et.seq., the Washington County Sheriff’s Office is no longer releasing personal information under the DPPA unless it falls under a permissible use. Personal information obtained from the Department of Motor Vehicles, including an individual’s date of birth, drivers license number, social security number, home address, telephone number, photograph and medical or disability information is prohibited from disclosure unless one of the permissible uses applies. Permissible uses are listed in 18 U.S.C. 2721 (b).

Brady J Wycklendt, 33, was charged last week in Washington County Circuit Court with 15 counts of possession of child pornography as well as several drug charges.  He was arrested on the morning of December 9th by Washington County Sheriff's investigators after a search warrant was executed at his Town of Polk residence.  Numerous electronic devices, a marijuana grow operation and a small number of prescription pills were seized during the raid.

This case originated from a cyber-tip that the Washington County Sheriff's Office received from the Wisconsin Department of Justice in early October.  The images in question involved young children being sexually assaulted by adult-aged men.  We do not believe that the victims are known by Wycklendt.  Wycklendt told investigators that he had searched for child pornography in the past as a means to conduct his own investigation into child pornography.  He never reported any unlawful images to law enforcement.  

The Washington County Sheriff's Office Detective Bureau is an active member of the Internet Crimes against Children Task Force.  The Internet Crimes against Children Task Force Program (ICAC) helps state and local law enforcement agencies develop an effective response to technology-facilitated child sexual exploitation and Internet crimes against children. This support encompasses forensic and investigative components, training and technical assistance, victim services, prevention, and community education.  Washington County Sheriff Martin Schulteis said, “I am appreciative of law enforcement partnerships like this, which allow us to collaborate as a law enforcement community and bring predators like this to justice."

The investigation revealed that Wycklendt works closely with young autistic children as a behavior therapist.  This is of major concern for the sheriff's office and the community.   The children he worked with can be vulnerable and are in the same age group as the victims in the images that Wycklendt has been charged with.   At this time, we have no indication that any of his clients were victimized.  We have been working closely with his former employers to inform families that have worked with Wycklendt.  Even though formal charges were filed, the investigation remains open.

Charges were filed in Washington County Circuit Court on Monday against a 26-year-old Milwaukee man and 51-year-old Milwaukee women.  These charges are the culmination of a 6-week, multi-jurisdictional investigation, led by the Washington County Sheriff’s Office into a home invasion robbery that occurred in the Village of Richfield on October 23rd.

The victim, an 85-year-old woman, was home alone the morning of October 23rd when two masked individuals entered her house through a rear patio door. The male actor pushed the victim in her wheelchair towards the basement stairs until the female actor stopped him just before reaching the steps.

The female actor stole a bag of jewelry from the victim’s bedroom and the male actor took the victim’s cell phone and then fled the area.

Several hours later, a Good Samaritan found the victim's cell phone in the roadway and contacted the victim’s son utilizing the phone contacts.  At that time, the son happened to be on his way to the sheriff’s office to meet with detectives about a prior theft incident.  He contacted a neighbor to check the welfare of his mother and learned of the robbery while walking into the sheriff’s office.

The following day Washington County Sheriff Detectives with the assistance of the Milwaukee Police Department took the female actor into custody on the previous theft incident.  The suspect was known to the victims from a previous relationship. 

The male actor is a known drug acquaintance of the female actor.  She provided information to him about the victim, location of the jewelry, and assisted in carrying out the robbery in exchange for money and drugs. She did not know him by name.  Investigators ascertained the 26-year-old Milwaukee man’s true identity.

While investigators attempted to locate the male actor they discovered he was likely in the process of transporting illegal drugs from the west coast back to the City of Milwaukee.  Sheriff’s investigators began coordinating with agents from the Wisconsin Division of Criminal Investigations and the Wisconsin State Patrol to intercept the male actor.

On October 31st, the male actor was stopped in La Crosse County by the Wisconsin State Patrol.  He was a passenger in a rented minivan with his girlfriend and four children. Thirteen pounds of marijuana was located in the vehicle and he was arrested for possession with intent to deliver.  Simultaneous to the male actor’s arrest, Washington County investigators along with Wisconsin DCI Agents and the Milwaukee Police Department executed a search warrant in the 2700 block of N 57th St in Milwaukee.  Jewelry from the initial robbery was located along with firearms, U.S. Currency, and the vehicle used in the robbery. Evidence gathered at the search warrant also led to the recovery of other jewelry from a local pawn store.

Washington County Sheriff Martin Schulteis said he was thankful with the outcome in this case.  “Our office, along with our law enforcement partners, dedicated a significant amount of resources to this investigation in the interest of justice. It is unconscionable to think someone could victimize an elderly women who is bound to a wheelchair. To leave her terrified, alone, and unable to get help is morally reprehensible; she was absolutely helpless against these two criminals.  My staff takes pride in being able to serve justice for the victims and being a voice for the vulnerable.  This is why they take the oath to serve the community.”
